
Accordingly, the Chairman of the Provincial People's Committee inspected the following projects: Dynamic Road (packages 4 and 5); Thanh Minh Road - Doc Lap Hill and residential area (Northern Ring Road, Dien Bien Phu City); a number of urban embellishment projects, key projects invested by Dien Bien Phu City People's Committee (10.5m road connecting the side gate of the Provincial Stadium to Vo Nguyen Giap Street; 27m and 13m roads).
For packages 4 and 5 of the Dynamic Road project, the progress is currently not guaranteed according to plan. The reason is due to problems in site clearance.

According to the report of the City People's Committee, from January to now, the city has only approved 72 households/24 plans, corresponding to an area of 5.72 hectares, with a cost of 10.27 billion VND. The remaining unimplemented volume includes 131 households, with an area of 9.40 hectares and 18 graves. In Dien Bien district, 810 households have been approved, with 471 households corresponding to an area of 13.37 hectares remaining unimplemented. In addition, the current source of land for road surfacing is also facing problems because the mines exploited according to the approved plan do not meet the exploitation conditions.
With similar problems, the Thanh Minh Road - Doc Lap Hill project is currently being constructed in areas where the land has been cleared, with a value of 38.52/186.23 billion VND (20.68%). Other work items have not been implemented because the People's Committee of Dien Bien Phu City and the People's Committee of Dien Bien District have not yet handed over the land.

Due to the urgent requirement of capital disbursement deadline, Chairman of the Provincial People's Committee Le Thanh Do requested the People's Committee of Dien Bien Phu City and Dien Bien District to promptly resolve the site clearance work. At the same time, closely coordinate with relevant departments, branches and units to remove difficulties in procedures and select options. After giving guidelines to remove each difficulty, the Chairman of the Provincial People's Committee requested that in the coming time, relevant units focus all resources to speed up the progress of projects. Localities, construction units and contractors must urgently deploy the site as soon as possible, taking advantage of the weather, not waiting for the end of the rainy season to do it.
During a field inspection of urban beautification projects invested by the City People's Committee, Chairman of the Provincial People's Committee Le Thanh Do requested that the drainage system be prioritized, especially the area of the Provincial Stadium. This area often experiences flooding during heavy rains. The Chairman of the Provincial People's Committee emphasized that the drainage system in this area is very important. If handled well, the flooding problem that has existed for many years will be resolved. With the viewpoint that roads are secondary and drainage systems are essential, the Chairman of the Provincial People's Committee suggested two options for the city to consider, study, and urgently implement to thoroughly handle the situation.
