This afternoon, February 26, the People's Committee of Quang Tri province held a meeting to implement the Project to support the construction and repair of houses for people with revolutionary contributions and relatives of martyrs in the province. According to the report of the Department of Construction, the total number of houses needing to be built and repaired is 2,374 (342 new houses, 2,032 houses needing to be repaired); the total support capital from the central and local budgets is 95.16 billion VND (34.2 billion VND for new construction, 60.96 billion VND for repair).
Based on the content of the household's request for support, it is clearly determined that for the group of households that build their own houses, after receiving the advance payment for housing support according to regulations, the households will organize the construction of their own houses; in case of not receiving the advance payment, the People's Committee at the commune level will study the plan and guarantee materials at the local material businesses to advance capital for the people to implement. After receiving the advance payment or payment, it will be returned to the construction material businesses.
For groups of households requesting support from the government to build houses, in cases where households are in difficult circumstances (elderly, single, disabled...) and are unable to build their own houses and have a request for support for labor days or support for construction and handover of houses, the People's Committee at the commune level will coordinate with the Fatherland Front of the commune and associations and organizations to agree on the form of construction and handover or choose the option of supporting labor days.
Implementation time, completed before August 2025. In which, phase 1, implementing the project on a province-wide scale, implementation time from the time of plan issuance to April 30, 2025, with the goal of completing the allocation of budget capital of the project to the People's Committees at the commune level, striving to disburse 60% of the support source; carry out procedures and implement support for new construction for all households of people with meritorious services to the revolution and relatives of martyrs; implement support for house repair for all households of people with meritorious services on the approved list to be completed in April 2025...
Phase 2, the phase of accelerating support progress, implementation period from April 30 to July 27, 2025, will accelerate support progress, complete construction and organize the inauguration of new houses for families of meritorious people.
Phase 3, the acceleration phase to complete the project implementation, implementation period from July 27 to August 30, 2025, completing 100% of the progress of new construction and repair of houses for people with revolutionary contributions.
Phase 4, the final phase of the project, implementation period from August 30 to the end of 2025, review implementation results, continue to implement cases with difficulties in documents and procedures (if any) to be completed in October 2025; complete documents, end the project.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam requested that from the province to localities, it is necessary to implement the project well with the highest determination, scientific approach, strive to complete the set goals and plans, ensuring that families have solid houses and better lives. He requested that localities continue to visit each house, check each subject to agree on support methods, methods, progress and have specific minutes.
Local leaders finalize data on the need for new construction and repair and take responsibility for that data; pay attention to supporting people to resolve difficulties and problems, especially issues related to land procedures.
To ensure the highest number of supports and implementation progress, it is necessary to follow the principle of both implementing and resolving difficulties in land procedures for households. Households that basically meet the procedural and document requirements should start construction, not waiting until the documents are completed.
It is necessary to be flexible in allocating funds for families to proactively build and repair houses, including requiring a commitment on implementation and completion time; for families in need of support, it is recommended that all levels pay attention to providing timely and effective support.
Propose the Department of Finance to synthesize and advise the Provincial People's Committee to promptly allocate funds to localities; assign the Department of Construction and other departments and branches to coordinate in supplementing and completing the plan for effective implementation.
