Check the situation of temporary housing demolition in Ngan Son district
According to the latest statistics after the review of the Fatherland Front at all levels, in 2025, Bac Kan province strives to eliminate 4,705 temporary and dilapidated houses for meritorious people, the poor and near-poor; of these, 3,975 households need to rebuild and 730 households need to repair their houses. Up to now, the whole province still has 1,928 temporary and dilapidated houses without investment support resources of about more than 200 billion VND. This is a number that requires a very large investment resource, posing a high challenge for the province's determination to complete the goal of eliminating all temporary and dilapidated houses in 2025.
Determined to successfully complete the goal, the Provincial Steering Committee for Eliminating Temporary and Dilapidated Houses has issued a plan to organize the elimination of temporary and dilapidated houses in the province for each target group in order to mobilize and mobilize all levels, sectors, agencies, organizations, individuals and people to support the elimination of temporary and dilapidated houses for local people in 2025. The province also encourages districts and cities to have good methods, ensure quality, efficiency and complete the progress early according to the latest direction of the Prime Minister, striving to basically complete the elimination of temporary and dilapidated houses by October 31 in 2025.
Following the general direction, the province agreed to support 60 million VND for 1 household to build a new house and 30 million VND for a household to repair a house. To synchronize the implementation process, Bac Kan province directed the Department of Construction to issue 6 typical housing models, including 3 house models with brick foundations, masonry walls and 3 house models with reinforced concrete foundations, steel columns, steel frames combined with corrugated iron walls, and corrugated iron roofs; the Department of Finance issued instructions on using funds from the 5% savings in regular expenses to implement support for eliminating temporary and dilapidated houses.
Overcoming resource difficulties, the Bac Kan Provincial Relief Mobilization Committee has advanced 75 billion VND from the Provincial Relief Fund to the districts to support the construction of new houses for 1,115 households and the repair of houses for 270 households; the Provincial "For the Poor" Fund Mobilization Committee has allocated nearly 5 billion VND from the support source of Binh Duong young enterprises and the Bank for Agriculture and Rural Development to Ba Be district and the Provincial Military Command to implement the elimination of temporary and dilapidated houses... Along with that, organizations and individuals have also joined hands and contributed to the goal of eliminating temporary and dilapidated houses in the province.
According to the Chairwoman of the Vietnam Fatherland Front Committee of Bac Kan Province, Do Thi Minh Hoa - Deputy Head of the Steering Committee for Eliminating Temporary and Dilapidated Houses in the Province, the need and goal of eliminating temporary and dilapidated houses in the province by 2025 is very large. This requires drastic direction, synchronous solutions and the participation of the entire political system. The province will continue to direct localities to overcome difficulties with the highest political determination to complete this goal.
The People's Committee of Bac Kan province has proposed that the Government direct and regulate the support budget of corporations, general companies, and state-owned enterprises for the province of about 100 billion VND and issue documents to the State Bank of Vietnam, Loc Phat Vietnam Joint Stock Commercial Bank, Bao Viet Group... to mobilize social support for the Program.
Chairman of the Provincial People's Committee Nguyen Dang Binh - Deputy Head of the Provincial Steering Committee requested units to focus on reviewing and speeding up the progress, doing it sooner, faster, striving to complete it in October according to the direction of the Prime Minister. With the remaining amount of more than 200 billion to achieve the goal of eliminating temporary and dilapidated houses in 2025, the Chairman of the Provincial People's Committee requested units and localities to mobilize organizations, individuals, and philanthropists to support the province. Regarding the central government's capital allocated to the province, the province will allocate it for immediate implementation to gradually solve the resource difficulties in implementing the Program.
In addition to resource difficulties, according to the review of the Provincial Vietnam Fatherland Front Committee, in many localities, households also have difficulties in arranging residential land and counterpart funds. Regarding residential land, the review shows that many households do not have land use right certificates and do not have stable residential land, and are still living on other people's land; many households are unable to fulfill financial obligations regarding land conversion procedures and do not have counterpart funds. For example, in Don Den village, Quang Khe commune, Ba Be district, there are 15 households subject to the elimination of temporary and dilapidated houses, including 5 houses under the National Target Program for Socio-economic Development of Ethnic Minorities and Mountainous Areas, 10 houses under the program to eliminate temporary and dilapidated houses under the Don Den - Khuoi Luong resettlement project invested by the Ba Be National Park Management Board, which have not been handed over to the locality for management and use, so the issuance of land use right certificates to the above households has encountered many difficulties; Or in Cao Thuong and Nam Mau communes, there are still difficulties regarding land origin and need support from relevant departments and branches to resolve difficulties...
Some households are still affected by customs and beliefs, many households do not implement because they are not old enough to build houses, which also causes difficulties in the process of implementing the movement to eliminate temporary and dilapidated houses. Therefore, at the meetings of the Provincial Steering Committee, Comrade Secretary of the Provincial Party Committee Hoang Duy Chinh, Head of the Provincial Steering Committee to eliminate temporary and dilapidated houses, requested units and localities to do a good job of propaganda, promote the role of Party cell secretaries, village chiefs, and prestigious people in mobilizing people to respond and participate in the movement to eliminate temporary and dilapidated houses in the area.

The Standing Office of the Steering Committee shall promote its role and responsibility, strengthen coordination with units to effectively implement the elimination of temporary and dilapidated houses according to the plan, with an implementation roadmap and timetable for each commune and village, and classify them according to each specific subject . Members of the Steering Committee shall regularly inspect, grasp the facilities and areas, and effectively implement assigned tasks; direct relevant units to strengthen coordination in the implementation of the elimination of temporary and dilapidated houses to ensure strictness and consistency in implementation. For difficulties and problems, agencies and units must focus on directing and resolving them, and respond within 2 working days.
With the highest determination, the whole province focused all resources and solutions to achieve the goal of eliminating temporary and dilapidated houses in the area; by the end of February 2025, 10 houses for disadvantaged households had been completed. The remaining number is calculated on a roadmap to strive to complete within the year, helping people stabilize their housing, feel secure in developing the economy to sustainably reduce poverty./.
