To achieve the goal of eliminating temporary and dilapidated houses in the province in the coming time, Kien Giang Provincial Party Secretary Nguyen Tien Hai requested Party committees at all levels, authorities, Fatherland Front, and socio-political organizations at all levels in the province to continue to focus on leading and directing the good implementation of a number of contents:

The Party Committee and the government shall lead, direct and coordinate with the Vietnam Fatherland Front Committee at the same level to closely and accurately review the beneficiaries and unify the exact data reported from the province to the grassroots level. In particular, it is necessary to review and fully count the number of households that need to build new houses, the number of households that need to repair their houses; the number of households that have difficulty in land for house construction; make a specific management list (full name, age, address...), absolutely do not miss any subjects or wrong subjects; organize the review and select subjects clearly, accurately, democratically, publicly and transparently to avoid questions and comparisons among the people; specifically determine the number of houses, the time for new construction and repair (start time, completion time), the number completed and handed over, put into use...; disbursement progress, use of funds.

The Steering Committee of districts and cities directed to urgently synthesize and take responsibility for the accuracy of reported data, beneficiaries of the program and report to the Provincial Steering Committee.

The Fatherland Front, socio-political organizations, media agencies and newspapers in Kien Giang province continue to regularly and continuously promote the purpose and meaning of the movement "Eliminate temporary and dilapidated houses", focusing on promoting the sense of self-reliance, self-improvement and self-improvement of each household; the spirit of mutual love, mutual assistance and support within the family, to philanthropists, businesses and the social community, with the spirit of "whoever has something helps, whoever has merit helps merit, whoever has property helps property, whoever has little helps little, whoever has a lot helps a lot".

For households with difficulties in land for house construction: It is necessary to flexibly mobilize relatives, clans, and people in the hamlet or neighborhood to lend or borrow land for house construction (the minimum lending period is 5 years or more, with confirmation from the commune-level authorities); consider and create conditions for each specific case in determining the origin of the land, granting land use right certificates for cases that already have stable, long-term housing, are not in dispute, are not in the planning area, and are not in areas prohibited from construction according to regulations (road traffic safety corridor, inland waterways, irrigation works, special-use forest land, protection land, land locations at risk of landslides, dangers, etc.).

In special cases, research solutions to buy land or grant land (area from 50 - ^60m2 ) to households to build houses (must commit not to transfer or give away in any form).

Proactively invite and work directly with businesses and business establishments in the area to supply and transport construction materials... to discuss and agree on support in building and repairing houses under the program to eliminate temporary and dilapidated houses in the management area (with specific commitments and contracts).

For places with conditions, the study does not include auxiliary works (toilets) in the main house, arrange auxiliary works outside, ensuring compliance with regulations. Focus on mobilizing benefactors to support the construction of standard toilets to increase the value of the house. Proactively lead, mobilize and organize forces to participate in support and immediately get involved to support with specific tasks and tasks (specifically assigning the number of support people to each household); mobilize and mobilize people with expertise and experience in building houses to directly command and guide the support force to build houses to reduce labor costs and increase the value of the house (minimize hiring contractors to build houses).

The district Party Secretary and the Chairman of the District and City People's Committee are responsible to the Provincial Steering Committee for the implementation results, publicity, transparency, review process, and progress of the plan to eliminate temporary and dilapidated houses in the management area.

Officers and soldiers of Binh San ward (Ha Tien city) support the construction of solidarity houses for poor households in the ward.

Assign the People's Committee of Kien Giang province to preside over and coordinate with the Vietnam Fatherland Front Committee of Kien Giang province to continue urging businesses and sponsors to fulfill their commitments; have solutions to mobilize social resources, ensure balance, and arrange funding promptly and smoothly during the implementation of eliminating temporary and dilapidated houses in the province according to the set plan.

The Department of Construction of Kien Giang province presides over and coordinates with the steering committees of districts and cities to urgently provide guidance and remove difficulties in designing common house models, on the basis of suitability with the actual conditions of each household, culture, customs and practices; be flexible in the "3 hard" criteria (hard foundation, hard wall, hard roof), in the use of construction materials but must ensure the quality of the project.

The Department of Ethnic Minorities and Religions of Kien Giang province shall preside over and coordinate with the steering committees of districts and cities to review and remove difficulties in implementing the construction of houses for ethnic minorities according to the national target program for socio-economic development in ethnic minority and mountainous areas in the following direction: If the subjects considered for house construction (according to the national target program) meet the criteria for eliminating temporary and dilapidated houses, the district steering committee shall direct the supplement of the remaining funding from the source for eliminating temporary and dilapidated houses (to make up 60 million VND) for implementation; report the results according to regulations.

The Standing Committee of the Vietnam Fatherland Front Committee of the province advises the Steering Committee of Kien Giang province to announce the assignment of specific tasks to members of the steering committee and support groups; monitor, urge, and report the implementation results to the Provincial Steering Committee and the Central Steering Committee weekly. Coordinate with the steering committees of districts and cities to propose timely rewards for collectives and individuals with achievements in implementing the elimination of temporary and dilapidated houses in the province. Proactively advise, encourage, and commend localities to speed up the progress and complete the plan to eliminate temporary and dilapidated houses in the management area before April 30, 2025; the completion time is no later than June 2025.

The Steering Committee for Eliminating Temporary and Dilapidated Houses in An Bien District presented the decision to hand over the house and opened the nameplate of the Great Solidarity House to a poor household residing in Dong Thai Commune (An Bien).

Regarding the social housing program, the Secretary of the Kien Giang Provincial Party Committee assigned the Provincial Party Committee to direct the review of new residential area investment projects, requiring investors to comply with regulations according to the social housing construction rate; during the implementation process, it is necessary to flexibly apply current regulations, creating favorable conditions for investors to speed up the implementation progress. Continue to review and consider the housing needs of low-income people in the province; advise and propose planning options, and allocate state budget to invest in the construction of social housing to serve the people.

The Kien Giang Provincial Federation of Labor reviews and proposes to competent authorities to invest in building social housing in industrial zones and clusters with a large number of workers and laborers; the investment plan must ensure conditions for infrastructure, culture, society (health, education, sports, environment, etc.); mobilize enterprises with a large number of workers and laborers to build housing for workers.
