Strengthening the effective implementation of Decree No. 63/2024/ND-CP of the Government

On the afternoon of October 28, the Department of Administrative Procedure Control, Government Office held an online conference with a number of units and localities to assess the advantages and difficulties in implementing Decree No. 63/2024/ND-CP dated June 10, 2024 of the Government regulating the electronic interconnection of 02 groups of administrative procedures: Birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old and Death registration, deletion of permanent residence registration, settlement of burial fees and death benefits.

Comrade Ngo Hai Phan - Director of the Department of Administrative Procedure Control, Government Office chaired the conference. Attending the conference at the Dak Lak bridge point were Deputy Chief of Office of the Provincial People's Committee Hoang Trong Hung; Deputy Director of the Department of Justice Le Thi Thanh Thuy and representatives of leaders of relevant departments and branches.

In order to effectively implement Decree No. 63/2024/ND-CP, recently, relevant units have focused on coordinating, adjusting, upgrading software systems, adding new functions, connecting with the public service software. By June 15, 2024, the adjustment, upgrading of systems and connection between the public service software and the Administrative Procedure Information System of Ministries and branches have been completed, ready to deploy in accordance with the provisions of the Decree and related directives.

To date, 63/63 localities have completed the official connection and received public service records in accordance with the provisions of Decree No. 63/2024/ND-CP. As a result, from July 1, 2024 to October 24, 2024, the whole country has received and processed 211,335 birth registration records and 17,550 death registration records, 35,365 records of 02 procedures (Death registration - Deletion of permanent residence registration).

In addition to the achieved results, the implementation of Decree 63/2024/ND-CP still faces some difficulties and limitations such as: some localities do not properly implement the birth registration interconnection process, leading to the status of files being processed not being transferred to other agencies to continue the interconnection procedure; the synchronization of processing results from the Civil Status Software System to the electronic one-stop software system to the interconnected public service software system has not ensured stability and smoothness; the issuance of personal identification numbers is still slow; slow updating of the processing status of burial fee files for meritorious people, etc.

At the conference, delegates focused on discussing, raising difficulties and obstacles and proposing a number of issues that need to be focused on in order to effectively implement Decree No. 63/2024/ND-CP in the coming time.

Discussing at the conference, Deputy Chief of the Provincial People's Committee Office Hoang Trong Hung pointed out a number of difficulties and limitations in the implementation of Decree No. 63/2024/ND-CP in the province, such as the lack of a connection process between the Social Insurance agency and the Department of Labor, War Invalids and Social Affairs in the settlement of funeral allowances for meritorious people. In addition, for meritorious people who are receiving monthly allowances, when settling the funeral allowance regime, most of them request to settle the one-time allowance regime equal to three months of current allowance, but the system only settles the funeral allowance regime, so it is inconvenient for people to have to request to settle it twice (1 time to submit the dossier to settle the funeral allowance regime on the system, 1 time to submit the paper dossier to settle the one-time allowance regime equal to three months of current allowance). Therefore, it is recommended that the Department of Meritorious People - Ministry of Labor, War Invalids and Social Affairs soon organize retraining for civil servants in charge of commune, district and provincial levels and issue more specific procedures for handling records for uniform application nationwide.

Speaking at the conference, Mr. Ngo Hai Phan - Director of the Department of Administrative Procedure Control, Government Office requested ministries and branches to absorb and synthesize the opinions of delegates at the conference, thereby promptly studying and guiding, removing difficulties and obstacles in the process of implementing Resolution No. 63/2024/ND-CP. In particular, it is necessary to continue upgrading information technology infrastructure, perfecting the public service software system, effectively meeting the requirements set out in the coming time.
