That was the direction of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang at the working session of the Standing Provincial Party Committee with the Provincial Farmers' Association on a number of key tasks in 2024 taking place this afternoon, March 11. In 2023, all levels of the association and cadres and members of the farmers' association in the province have been proactive, creative and flexible in implementing the tasks of the association and the farmers' movement. Propaganda and political and ideological education work has been promoted, implemented extensively and promptly; the organization and staff of the association have been consolidated and improved to improve operational efficiency; and the quality of members has been improved.
The core role of the association in building the peasant class is increasingly affirmed, contributing to raising political awareness, qualifications, and production and business skills for farmers. Consulting, service, support, vocational training, development of economic models, cooperatives, and cooperatives continue to be promoted, contributing to the transformation of the economic structure, rural labor, and improving the lives of farmers.
During the year, the province developed more than 2,000 new members, bringing the total number of members in the province to nearly 88,600. Launched a movement of farmers competing in good production and business, uniting to help each other get rich and sustainably reduce poverty with nearly 27,500 households achieving the title of good production and business at all levels.
Supported and guided the construction of over 156 agricultural production models applying scientific and technical advances; coordinated the construction of over 96 typical models of safe cultivation, livestock and aquaculture according to VietGAP standards. Coordinated with the Provincial Youth Union, Tuoi Tre Newspaper, Greenfeed Vietnam Joint Stock Company organized the program "Supporting farmers", supporting 40 farming households in difficult circumstances, with children who are excellent students overcoming difficulties in Vinh Tu and Vinh Thai communes (Vinh Linh district) with a total budget of 920 million VND.
From the Farmers Support Fund, 361 projects have been invested, 765 households have borrowed; coordinated with banks to effectively implement the loan program for farmers, up to now the total capital through the association channel is over 2,533 billion VND with 1,031 groups including 33,953 farmer households borrowing.
Promoting the achieved results, in 2024, the Provincial Farmers' Association sets out 12 key tasks such as: continuing to concretize the implementation of the Party's viewpoints and policies, the policies and laws of the State, the province, and the Central Association on the fields of agriculture, farmers, and rural areas; effectively implementing national target programs; promoting the application of information technology and digital transformation in the management and operation of the association.
Promote the role, improve the quality and effectiveness of social supervision and criticism work; proactively grasp information and feedback from farmers to promptly resolve, avoid hot spots and mass complaints; organize a conference of the Provincial People's Committee Chairman to dialogue with farmers in 2024; focus on maintaining and promoting the results of implementing Resolution 04-NQ/TU of the Provincial Party Committee on promoting agricultural restructuring associated with implementing the National Target Program on new rural construction...
At the same time, it is proposed to increase the budget allocation to supplement the capital source of the Farmers Support Fund. Annually, allocate funds from the budget, capital sources of national target programs, integrate direct credit sources for the Farmers' Association; support the development of professional associations, professional groups, cooperatives, and cooperative groups; replicate the digital transformation model to the grassroots level...
At the meeting, delegates proposed solutions to raise awareness of law compliance for farmer members, especially in remote areas. Vocational training for farmers needs to be in the right direction and meet their needs. Strengthen the implementation of coordination regulations with relevant units...

At the same time, the Provincial Farmers' Association is requested to coordinate with the Department of Finance to urgently develop a project to supplement the capital source of the Farmers' Support Fund and submit it to the Provincial People's Committee for approval. Promote vocational training for farmers; increase support for farmers according to the motto "all stand up for themselves", unite to help each other get rich and reduce poverty sustainably.
