Grassroots information (TTCS) is a unique communication activity of Vietnam, a communication system that directly reaches the people, using information types from simple ones such as oral propaganda, visual agitation, to modern, multimedia, multi-platform information types to disseminate and provide information close to the needs and culture of the people in each village, hamlet, and residential group, effectively serving the direction and administration of the grassroots Party Committee and government.

Grassroots information is different from the press in that it is closer to the people, uses more people, is directly the main, is an important force, they are at the end of the communication activities. This is the force that creates strength by its flexibility and adaptability in all situations, suitable to the reality and culture of each base. With many different ways of propaganda, the strength of grassroot information is to each person, each household, creating the fundamental difference of grassroot information with other forms of communication.

The characteristics of grassroots information activities today are both decentralized and centralized. Distributed is the activity of more than 5,000 people working at radio and television stations in districts, towns, and cities; more than 10,000 people in charge of radio stations in communes, wards, and towns; more than 200,000 people working as grassroots propagandists in villages, hamlets, and residential groups. Centralized is using technology to connect the commune-level radio system into a unified national radio channel, which can broadcast news to hundreds of millions of Vietnamese people at the same time. Centralized is using technology to manage and monitor the grassroots information network online, to see and evaluate the effectiveness of activities in each province, city, and nationwide, through establishing a source information system of grassroots information at the central, provincial, and municipal levels.

In fact, during the Covid-19 pandemic prevention and control campaigns in recent years, and recently Typhoon No. 3 Yagi, grassroots information workers have worked tirelessly day and night, using the simple, familiar voices of local people on the radio system to convey messages about disease prevention and control, and urgent information about storms, floods, and inundations. They have traveled "to every alley, knocked on every door, met every person" following the motto "listen to people, speak so that people understand, make people believe" to propagate, disseminate, and mobilize people to join the government in solving many grassroots problems.

Although grassroots information workers have to take on many jobs, work part-time, and receive limited allowances and salaries, with their enthusiasm, they do not fear difficulties and hardships, and are passionate about their work to always do well and complete their tasks excellently.

The Ministry of Information and Communications is responsible for uniting the grassroots information work team into a great material and spiritual strength, so that the Party committee and government can see their own strength, the role of grassroots information, and the effectiveness that grassroots information brings to the government and local people.

In the context of strong digital transformation of communication, having a smartphone means we can know the whole world. However, no matter how modern everything is, it cannot replace people. Artificial intelligence (AI) can support the development of grassroots information faster, but AI cannot inspire, cannot replace the simple, emotional voice of the uncles, brothers, and sisters when propagating and mobilizing people, because the uncles, brothers, and sisters are chosen by local authorities and trusted by local people. The more online, the greater the direct need of people. Being close to the people and direct is the most essential strength of TTCS when the whole society is strongly moving to the digital environment.

2024 is the first year that the Ministry of Information and Communications organizes a conference to commend and honor typical collectives and individuals nationwide with outstanding achievements in grassroots information activities. This is a practical and extremely meaningful activity to recognize the contributions of outstanding collectives and individuals, to promptly encourage and disseminate typical examples in patriotic emulation movements of the Information and Communications sector. This is the first time that people working in grassroots information activities nationwide have the opportunity to meet at a national conference. And from now on, this will be held annually.

At today's conference, 120 typical advanced collectives and individuals are exemplary models, representing hundreds of thousands of people working in grassroots information work across all regions of the country. These advanced models, whether collectives or individuals, of different ages, different jobs, all shine with patriotism, responsibility and dedication to work, representing the will, determination and aspiration to contribute to the community and the country.

I am sure that there are many outstanding collectives and individuals who are day and night dedicating their efforts and intelligence to grassroots information activities, bringing the Party's guidelines, the State's policies and laws to the people and the community. Even though they are not present at today's solemn Conference, they deserve to be commended and honored for their contributions to the community and the country.

Accompanying those working in grassroots information over the years, there has been the active participation of digital technology enterprises and domestic telecommunications enterprises in digital transformation, modernization of grassroots information, and promotion of grassroots information development. A centralized database, a set of digital working tools, and a virtual assistant to support grassroots information work must be the top priority of the grassroots information sector.

Community digital technology teams in villages and hamlets are also effective digital technology supporters for those working in the TTCS sector. The more direct the work, the more digital technology support is needed. Digital technology is to empower each person, helping people do better the work they are doing.

Once again, on behalf of the leaders of the Ministry of Information and Communications, I warmly congratulate and commend the typical advanced collectives and individuals and the enterprises with outstanding achievements contributing to the development of the grassroots information sector present at today's solemn Conference.

Our country is facing many opportunities and opportunities, but also many difficulties and challenges to enter the "new era, the era of the Vietnamese people's rise". The Information and Communications sector has a great mission to create wings for Vietnam to fly, with one side being the material strength created by digital technology; and the other side being the spiritual strength - the press and media, playing an important role of basic information to arouse the aspiration for a strong and prosperous country, creating trust and social consensus.

Promoting the role and strengths of grassroots information as a communication channel to reach all people, I propose that Party committees and authorities at all levels effectively implement Directive No. 07-CT/TW of 2016 of the Central Party Secretariat on promoting grassroots information work in the new situation and Decree No. 49/2024/ND-CP of the Government regulating grassroots information activities, considering grassroots information a regular and important task of Party committees, authorities and the entire political system. Decree 49 of 2024 is the first state legal basis for the field of grassroots information, opening a new page for grassroots information. From now on, in the field of communication, grassroots information has a legal status alongside journalism and publishing. Previously, when talking about the field of communication, we only talked about journalism and publishing, but now it is journalism, publishing and grassroots information. I really hope that those working in grassroots information will be proud of this.

Grassroots information workers nationwide continue to strive and contribute more to the community and the country, so that Party committees and authorities at all levels can see the role and real contribution of grassroots information to the socio-economic development of the locality, thereby paying attention to leadership, directing implementation, dedicating resources and favorable conditions for grassroots information to develop.

Departments of Information and Communications need to do a good job of emulation and reward, promptly detect, propose rewards, commend and honor collectives and individuals with outstanding achievements in grassroots information activities in the locality. Pay attention to rewarding collectives and individuals in mountainous, border, island and ethnic minority areas, and those working in grassroots information activities in villages, hamlets and residential groups.

Press and media agencies should increase propaganda about patriotic emulation movements in the Information and Communications sector, advanced examples, good models, creative and effective ways of doing grassroots information activities, creating a spread and inspiration for those working in grassroots information, taking good people and good deeds as examples to popularize and replicate in the community.
