Minister of Science and Technology Nguyen Manh Hung
The appointment comes as the Ministry of Science and Technology merges with the Ministry of Information and Communications to streamline the apparatus and improve the efficiency of state management. Accordingly, the fields of press and publishing will be transferred to the Ministry of Culture, Sports and Tourism.
The Ministry of Science and Technology after the merger has 26 focal points, 16 focal points less than before, corresponding to a 38.1% reduction in organizational structure. This is an important step in the strategy of administrative reform and improving management capacity in the fields of science, technology, information and communication.
Mr. Nguyen Manh Hung was born in 1962 in Bac Ninh, is a member of the Party Central Committee, term XII and XIII, has a Master's degree in Engineering, Master's degree in Business Administration and Radio Telecommunications Engineering. Before participating in state management, he spent a long time working at the Military Industry - Telecommunications Group (Viettel), where he contributed to making Viettel the leading telecommunications group in Vietnam.
During his time as head of the Ministry of Information and Communications, Mr. Nguyen Manh Hung strongly promoted policies for digital technology development, national digital transformation, and the development of Vietnamese technology enterprises. He also played an important role in providing directions on ensuring network information security and safety, developing telecommunications infrastructure, and strengthening state management capacity for press and publishing.
The merger of the two ministries aims to create more favorable conditions for research and application of science and technology into practice, promote high-tech industries and enhance Vietnam's competitiveness in the region and the world.
Previously, speaking at the Conference to summarize the year 2024 and deploy tasks for 2025 of the Ministry of Information and Communications, Minister Nguyen Manh Hung emphasized. The two ministries merged together will become a new, very important and large ministry of the country. General Secretary To Lam, on behalf of the Politburo, has just signed and issued Resolution 57, on the occasion of the 80th anniversary of the founding of the Vietnam People's Army, December 22, 2024. This is a special thematic Resolution of special importance on Breakthrough in the development of science, technology, innovation and digital transformation, with many revolutionary viewpoints, tasks and major solutions, similar to Resolution Contract 10 for agriculture 40 years ago, but this time for science, technology, innovation and national digital transformation.
From a lack of science, technology, innovation and digital transformation, we will move towards sufficient, surplus, export and large-scale export of science, technology, innovation and digital transformation, just like we have done with agriculture. Resolution 10 is to escape poverty, Resolution 57 is to escape the middle-income trap. Resolution 10 is to liberate labor, Resolution 57 is to liberate creativity. The common spirit of both Resolution 10 and Resolution 57 is to manage by objectives, regardless of how it is done, to give autonomy and responsibility to the workers, and for the workers to benefit from the fruits of their labor and creativity. The newly merged Ministry, the Ministry of Science, Technology and Communications, will be the core force to realize this particularly important Resolution.
Resolution 57 identifies the trio of science, technology, innovation and digital transformation as the three main pillars for national development in the new era. In which, science and technology are the foundation, it creates knowledge and tools. Innovation is the driving force, it transforms new knowledge and new tools into ideas and solutions. Digital transformation is the realization of knowledge, tools, ideas and solutions into products and services and popularization into life to create real value. In this trio, innovation is also the common point of the two Ministries. Innovation is the bridge between science, technology and digital transformation. Science and technology need innovation to promote application. Digital transformation also needs innovation to change the way of operation, management and creation of new products and services./.
