On the morning of February 15, Minister of Information and Communications Nguyen Manh Hung, authorized by the Prime Minister, presented a draft resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology, innovation and national digital transformation activities.
Regarding the necessity of issuing a resolution, according to Minister Nguyen Manh Hung, the Politburo has issued Resolution 57. on breakthroughs in science, technology, innovation and national digital transformation with many revolutionary tasks and solutions. The immediate goal is to quickly institutionalize a number of specific tasks, solutions and pilots related to science, technology, innovation and national digital transformation activities.
"The 2013 Constitution also stipulates that science and technology development is a top national policy, playing a key role in the country's economic and social development," said Minister Nguyen Manh Hung.
In addition, the Minister said that Resolution 158 of the National Assembly also emphasized the need for strong and drastic solutions to remove institutions and overcome bottlenecks; further promote the review, supplementation and improvement of institutions, laws, mechanisms and policies associated with improving the effectiveness and efficiency of law enforcement...

Regarding the practical basis, Minister Nguyen Manh Hung said that in the process of implementing and enforcing the law on innovation and creativity, some contents are not suitable such as the problem of autonomy of public science and technology organizations; there are no regulations allowing civil servants to participate in business management to promote commercialization of research results; regulations on accepting risks in scientific research and technology development are not suitable for practice.
Regarding national digital transformation, Resolution 57 advocates building and sharing national and regional digital platforms, ensuring unified and interconnected operations of sectors and fields; socio-economic development to prevent the risk of falling behind by creating breakthroughs in digital transformation, quickly implementing quality and synchronously important projects such as Project 06 and smart operations centers.
Resolution 57 also requires the development of telecommunications infrastructure, safe and sustainable internet connections; nationwide coverage of 5G, 6G mobile networks... However, currently low-altitude satellite technology is mainly owned and deployed by a number of foreign enterprises in the world, so there needs to be mechanisms and policies to attract and create conditions for foreign enterprises to invest and develop low-altitude satellite technology in Vietnam on the principle of ensuring national defense and security.
Currently, Vietnam does not have a semiconductor chip manufacturing factory, so after designing chips in Vietnam, they must be sent abroad for manufacturing, which takes a lot of time and also poses many risks to semiconductor chip security.
According to Minister Nguyen Manh Hung, the resolution is aimed at piloting a number of specific mechanisms and policies to remove obstacles; the policy must have outstanding incentives to remove obstacles, helping to move big things that will impact other activities. With the spirit of innovation, it will help Vietnam successfully implement science, technology, innovation and digital transformation with advanced digital infrastructure development, the development of Vietnam's digital technology industry, realizing the economic growth target of 8% or more in 2025 and double-digit growth in the following years.
Regarding science, technology and innovation, the draft Resolution stipulates the mechanism of autonomy and self-responsibility for organization, staff, finance and expertise; stipulates that civil servants and managers working at public science and technology organizations are allowed to participate in establishing, managing and operating enterprises that commercialize research results. Adds provisions on exemption from liability when risks occur in scientific research and technology development.
Stipulate the principles of applying lump sum expenditures to science and technology tasks using the state budget, including the content of lump sum expenditures for final products. Stipulate the principles of state funding for science and technology tasks through funds; stipulate tax incentives for science, technology and innovation activities, etc.
Regarding the content of national digital transformation, the draft Resolution clearly states that for national digital transformation activities, including shared digital platforms, designation for bidding packages. For digital infrastructure development activities, including 5G infrastructure, international telecommunications cables connecting at sea, piloting telecommunications services using low-orbit satellite technology. For strategic digital technology industry development activities (semiconductors), the central budget supports the construction of small-scale semiconductor chip manufacturing factories.
Regarding implementation, it is stipulated that heads of agencies and units; cadres, civil servants and public employees participating in the development and promulgation of mechanisms and policies stipulated in the resolution to remove bottlenecks, promote scientific and technological activities, innovation and national digital transformation are considered to be excluded, exempted or reduced from responsibility if the implementation of the resolution results in negative behaviors, impacts, group interests and waste.
