The Ministry of Education and Training amends and supplements Circular 02/2022/TT-BGDDT on opening training majors, clarifying the regulations on "suitable majors" at doctoral and master's levels; conditions for opening training majors at master's and doctoral levels.
The Ministry of Education and Training has just issued Circular 16/2024/TT-BGDDT amending and supplementing a number of articles of Circular 02/2022/TT-BGDDT stipulating the conditions, order, and procedures for opening training majors and suspending the operation of training majors at university, master's, and doctoral levels. The Circular takes effect from January 5, 2025.
Additional regulations on lecturers
Regarding the teaching staff, the Circular adds regulations that the lecturer in charge of developing and implementing the training program and the lecturer in charge of teaching the training program must be a permanent lecturer who is not over the maximum retirement age according to the Government's regulations on retirement at a higher age for civil servants in public service units.
Every year, these lecturers directly teach a number of compulsory courses or guide master's theses and doctoral dissertations in the training program.
Supplementing regulations on appropriate majors at doctoral and master's levels
The Circular supplements regulations on appropriate majors at doctoral and master's levels for some lower-level training majors that must meet one of the following requirements:
Same name as the training major or meets the regulations in the training program standards issued by the Ministry of Education and Training.
In case there is no training program standard for the corresponding field or group of fields, there must be a scientific and practical basis, determined by the Science and Training Council of the training institution as the field with the closest professional foundation to the training field, chosen by the majority of graduates of the training field when studying at a higher level; confirmed by the Ministry of Education and Training based on the opinion of the Professional Advisory Council established by the Ministry of Education and Training.
A suitable major at the doctoral level for a training major at the same level must meet one of the following requirements:
Same name as the training major or meets the regulations in the training program standards issued by the Ministry of Education and Training.
In case there is no training program standard for the corresponding field or group of majors: there is a scientific and practical basis determined by the Scientific and Training Council of the training institution that the major has the same professional background and belongs to the same group of majors as the training major; confirmed by the Ministry of Education and Training based on the opinion of the Professional Advisory Council established by the Ministry of Education and Training.
Amending and supplementing conditions for opening training majors at master's and doctoral levels
Circular 16 also amends and supplements the conditions for opening master's and doctoral training programs. Accordingly, the conditions for opening master's training programs include additional regulations requiring experience in organizing training and scientific research related to the training program, meeting one of the following conditions:
The master's degree training major is a major suitable for a major that has been trained and awarded a degree at the university level; in the last 5 years, the number of lecturers specified in Clause 1, Article 5 has had at least 2 years of direct teaching experience for over 50% of the subjects in the training program, and has published a total of at least 20 articles and scientific reports in scientific journals that are scored by the State Council of Professors for the training major, as the lead author or corresponding author.
Regarding the conditions for opening a doctoral training program, Circular 16 amends and supplements the regulations on having experience in organizing training and scientific research related to the training program, meeting one of the following conditions:
The doctoral training major is a major suitable for a major that has been trained and awarded a master's degree; in the last 5 years, the number of lecturers specified in Clause 1, Article 6 has participated in guiding 5 doctoral theses in the training major that have been successfully defended (at another training institution); at the same time, has published a total of at least 50 articles and scientific reports in scientific journals that are scored by the State Council of Professors for the training major, as the lead author or corresponding author.
Along with that, training institutions need to meet the criteria of university education standards applied to doctoral training institutions, including the proportion of full-time lecturers with doctoral degrees; the proportion of revenue from scientific and technological activities (except for training institutions under the Ministry of National Defense and the Ministry of Public Security); the average number of scientific and technological publications per full-time lecturer./.
Decree 124/2024/ND-CP clearly states that foreign training programs implemented in Vietnam must ensure that they do not contain content that is detrimental to national defense, security, or public interests.
