On March 26, the Department of Population (Ministry of Health) informed that according to the instructions, from March 20, 2025, Party members giving birth to a third child or more will no longer be considered a violation for Party disciplinary action.
Previously, on March 20, 2025, the Central Inspection Commission signed and issued Instructions on amending and supplementing Instructions No. 05-HD/UBKTTW dated November 22, 2022 on implementing a number of articles in Regulation No. 69-QD/TW dated July 6, 2022 of the Politburo on disciplining party organizations and party members who violate the law.
Accordingly, based on the Party Charter; Based on the Working Regulations of the 13th Central Inspection Commission; Based on Regulation No. 69-QD/TW of the Politburo on disciplining party organizations and party members who violate the law; Regulation No. 264-QD/TW of the Politburo on amending and supplementing a number of articles of Regulation No. 69-QD/TW of the Politburo on disciplining party organizations and party members who violate the law.
The Central Inspection Commission issued instructions to amend and supplement a number of contents of Instruction No. 05-HD/UBKTTW dated November 22, 2022 on implementing a number of articles in Regulation No. 69-QD/TW of the Politburo on disciplining party organizations and party members who violate the law as follows:
Omit and add some contents in Clause 8, Section III: Omit points 8.1 and 8.2. In which, point 8.1 stipulates that if a party member violates the law and implements family planning measures that will affect the health of the fetus (with confirmation from a district-level hospital or equivalent or higher), the disciplinary level will be considered to be reduced. Point 8.2 stipulates that if a party member violates the law by intentionally or forcibly not implementing family planning, the disciplinary level will be considered to be increased.
Add point 8.3: Do not consider handling the behavior specified in Clause 2, Article 1 of Ordinance No. 08/2008/PL-UBTVQH12 dated December 27, 2008 amending Article 10 of the 2003 Population Ordinance "Giving birth to 1 or 2 children, except in special cases prescribed by the Government".
Thus, from March 20, Party members giving birth to a third child or more will no longer be considered a violation subject to Party disciplinary action./.
