Amending and supplementing a number of decrees in the field of fisheries

On the morning of March 25, the Government held an online meeting with provinces and cities on amending and supplementing a number of decrees in the fisheries sector. Deputy Prime Minister Tran Hong Ha chaired the meeting. At the Bac Lieu bridge, there were Mr. Luu Hoang Ly - Director of the Department of Natural Resources and Environment of the province and relevant agencies and units attending.

The Draft Decree amending a number of Decrees in the field of fisheries consists of 04 articles: Article 1: Amending and supplementing a number of articles of Decree 26/2019/ND-CP dated March 8, 2019 of the Government detailing a number of articles and measures to implement the Law on Fisheries, which has been amended and supplemented by a number of articles under Decree No. 37/2024/ND-CP of the Government. Article 2: Amending and supplementing a number of articles of Decree No. 38/2024/ND-CP of the Government regulating administrative sanctions for violations in the field of fisheries. Article 3: Implementation provisions and Article 4: Responsibility for implementation.

Accordingly, amend and supplement Point b, Clause 4, Article 43 of Decree No. 26/2019/ND-CP. Clause 1, Article 1 of the draft Decree amends the phrase "after" to the phrase "to serve as a basis" before the phrase "issue approval documents according to regulations" in Clause 19, Article 1 of Decree No. 37/2024/ND-CP to ensure consistency in understanding and application in practice.

The new draft Decree also abolishes Clause 4, Article 42 of Decree 38/2024/ND-CP. Remove the phrase “point d” before the phrase “Clause 6 of this Article” in Clause 7, Article 35 of Decree 38/2024/ND-CP. Remove the phrase “point a, b” before the phrase “Clause 3, Article 31” in Clause 2, Article 55 of Decree 38/2024/ND-CP. Remove the phrase “point a” before the phrase “Clause 3 and Point a, Clause 4, Article 42” in Clause 2, Article 55 of Decree 38/2024/ND-CP. Remove the phrase “point b” before the phrase “Clause 4, Article 15” in Clause 6, Article 55 of Decree 38/2024/ND-CP…

Speaking at the meeting, Deputy Prime Minister Tran Hong Ha said: Over the past 7 years, the issue of IUU fishing has had a strong impact on fishermen and the Vietnamese seafood export sector. According to the Deputy Prime Minister, it is necessary to address the root cause of the situation of combating IUU fishing, not doing it half-heartedly.
