However, in its management role, the Department of Culture and Sports of Ho Chi Minh City will work with the two artists Quoc Co and Quoc Nghiep on "using images of a husband and wife riding a motorbike without wearing a helmet, negatively affecting people's awareness and compliance with the law."

On October 25, Thu Duc City Police (HCMC) had initial information related to the clip of two artists Quoc Co (Giang Quoc Co, 39 years old) and Quoc Nghiep (Giang Quoc Nghiep, 34 years old) not wearing helmets and "overlapping their heads" while riding a motorbike, causing a stir in public opinion.
Through investigation, the police determined that around September, the two artists signed a contract with an electric motorbike company to advertise a new product to be launched at the end of 2023.
The road where the two artists performed is located in an apartment complex under the management of the investor, Thuan Viet Company, An Khanh Ward, Thu Duc City.
Through investigation, the police determined that the case of Quoc Co and Quoc Nghiep driving electric motorbikes "head-on" while riding a motorbike was essentially different from the case of model Ngoc Trinh driving a motorbike to perform on a traffic route.
The route the two artists performed on has not been connected to the road network, so it is not subject to the Road Traffic Law. "This is an administrative case, there is no sign of a crime," Thu Duc City police said.
