On October 25, a source from VietNamNet reporter said that Thu Duc City Police in coordination with Ho Chi Minh City Police clarified the details related to the clip of circus artists Quoc Co and Quoc Nghiep "stacking heads" on a motorbike that caused a stir on social networks.

Accordingly, in recent days, the police have invited circus artists Quoc Co - Quoc Nghiep and related individuals and units to work.

According to preliminary investigation, in September 2023, circus artists Quoc Co - Quoc Nghiep signed a contract with Hanh Phuc Vina Company to participate in advertising for the new electric vehicle model of DAT Bike Company to be launched at the end of this year.

The location for filming the commercials is Duong Lam Street, from An Cu Street to Luu Dinh Le Street, located in an apartment complex under the management of the investor, Thuan Viet Company, Ward 7, An Khanh Ward, Thu Duc City.

This is a route that has not been connected to the road network, and has barriers to prevent traffic. The advertising unit asked for permission from the representative of Thuan Viet Company and was approved.

Rehearsal scenes took place on September 25 and official filming took place on September 28. Many individuals and organizations participated in the project, with specific roles and tasks clearly defined in the contract signed between the parties.

When filming, there is full participation of creative team, production, technical, logistics, actors, equipment, vehicles, guards, stuntmen…

The filming area is fenced and guarded to prevent unauthorized people from entering the filming area; there is also a medical team; there is accident insurance for the entire production team, actors...

Regarding the scene where circus artists Quoc Co and Quoc Nghiep "stacked their heads" on a moving motorbike, when performing, they had a safety belt, the person on top was secured by a crane system... At that time, the motorbike moved very slowly, with a film crew following closely.

On October 21, DAT Bike Company posted a promotional clip on the company's Youtube channel. The clip was identified as a post-production edited product, using cinematic techniques to remove equipment, safety ropes, vehicles, and crew members running behind to supervise.

The finished clip, when released to the public, only contained scenes of circus artists Quoc Co and Quoc Nghiep driving a car while performing the “head-stacking” act. The clip had a warning line that read “Performed by professional artists in a controlled area. Viewers are requested not to attempt it in any way.”

Because the product was edited in post-production, when the community watched it, there were mixed opinions on social networks.

When the incident became public, DAT Bike Company voluntarily “locked” the clip on social media. When the police invited them to work, representatives of DAT Bike Company and related individuals and units actively cooperated, providing documents and contracts regarding the above advertising project.

Through verification, Thu Duc City Police determined that this was an administrative case, with no signs of crime.

Because the filming area and advertising project implementation are routes that have not been connected to the road traffic network, they are not subject to the Road Traffic Law.

In addition, circus artists Quoc Co - Quoc Nghiep, when filming in the above area, are guaranteed safety by protective equipment, accompanying staff and crew.

Thu Duc City Police will continue to verify. If violations in other areas are discovered, they will recommend that the authorities handle them according to regulations.

Therefore, Thu Duc City Police also said that this case is completely different in nature from the case of model Ngoc Trinh (ie Tran Thi Ngoc Trinh, 34 years old) who posed dangerously, let go of both hands while driving a motorbike, was prosecuted and temporarily detained for the crime of "Disturbing public order".
