Kinhtedothi - On the evening of November 29, the Hanoi Department of Agriculture and Rural Development opened the 3rd Hanoi Agricultural Products and Craft Village Festival in 2024 and the 70th Anniversary of the Hanoi Department of Agriculture and Rural Development and received the First Class Labor Medal.
Attending the ceremony were comrades: Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee; Le Minh Hoan, member of the Party Central Committee, Minister of Agriculture and Rural Development; Nguyen Thi Tuyen, member of the Party Central Committee, President of the Vietnam Women's Union; Tran Sy Thanh, member of the Party Central Committee, Chairman of the Hanoi People's Committee.
Also attending were former members of the Party Central Committee: Nguyen Xuan Cuong, former Minister of Agriculture and Rural Development; Ngo Thi Thanh Hang, former Standing Deputy Secretary of the Hanoi Party Committee.

Bright spot of the country in agricultural and new rural development
Reviewing the 70-year journey of formation and development, Director of Hanoi Department of Agriculture and Rural Development Nguyen Xuan Dai said: Hanoi Department of Agriculture and Rural Development, formerly Hanoi Department of Agriculture, was established under Decree No. 10-CN/ND dated November 30, 1954 of the Ministry of Agriculture. Over the past 70 years, along with the growth of the country's agriculture, Hanoi's agriculture and rural development sector has increasingly developed. Currently, the economic structure of Hanoi's agriculture and rural areas continues to have a positive shift. The value of agricultural production in 2023 reached over 59,000 billion VND (at actual prices), 8 times higher than in 2008, ranking first among the provinces in the Red River Delta and third in the country. The growth rate of the agriculture, forestry and fishery sector increased by an average of 3.03% per year, exceeding the target assigned by the city.
Hanoi's new rural development program is considered a bright spot in the country. Hanoi is getting closer to the goal of completing a new rural city when 4 districts, Dong Anh, Gia Lam, Hoai Duc and Thanh Tri, have achieved advanced new rural standards. Of which, Thanh Tri district has been recognized by the Prime Minister as a district meeting advanced new rural standards in 2023.
Inheriting and promoting the glorious tradition of 70 years, with determination and aspiration to reach far, the Hanoi Department of Agriculture and Rural Development will innovate the way of thinking and doing, shifting from agricultural production thinking to agricultural economic thinking; developing multi-value agriculture, green agriculture and circular economy associated with the development of processing industry and global agricultural value chain.
Hanoi will also develop ecological agriculture associated with urban areas, services, rural tourism, and experiential education. For rural areas, it will develop comprehensively and modernly associated with the urbanization process; preserve and promote national cultural identity; and build rural areas into “a place worth living”.
At the ceremony, on behalf of the Party and State, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai presented the First Class Labor Medal of the President to the Hanoi Department of Agriculture and Rural Development.
In his welcoming speech, Deputy Minister of Agriculture and Rural Development Phung Duc Tien assessed that Hanoi is not only a political and cultural center but also a locality with many important contributions to the country's agriculture. The development of Hanoi's agriculture is associated with the city's socio-economic tasks through each period, with many advanced agricultural models, and is a pioneer in applying high technology to agricultural production. Currently, Hanoi has the highest number of specialized production areas in the country with over 400 areas, 159 chains linking from production to product consumption. In addition, Hanoi also has a value of high-tech agricultural products accounting for 46% of the total value of agricultural production in the city, over 2,700 OCOP products out of a total of 13,925 OCOP products nationwide... Hanoi is a pioneer in connecting with localities and regions to strongly develop product consumption chains to increase the added value of agricultural products.
Deputy Minister of Agriculture and Rural Development of Hanoi Phung Duc Tien also hopes that in the coming time, Hanoi will continue to be a bright spot in sustainable rural development, bringing ecological beauty and modern civilization to the villages, a bright spot in high-tech agriculture; a bright spot in rural tourism development and the advantages of the quintessence of craft villages, not only bringing high value but also spreading the culture of the thousand-year-old capital.
Comprehensive agricultural development, civilized new countryside
Speaking at the ceremony, Chairman of the Hanoi People's Committee Tran Sy Thanh congratulated and praised the achievements and contributions of generations of cadres, civil servants, public employees and workers of the Hanoi Agriculture and Rural Development sector over the 70-year journey of construction and development. The Chairman of the Hanoi People's Committee also acknowledged the great contributions and dedication of the Agriculture and Rural Development sector in the construction and protection of the capital, making an important contribution to the resistance war and renovation of the country.
As a result, the Agriculture and Rural Development sector has been awarded many noble prizes by the Party, State, Government, Central Ministries and Branches and the City such as: The President awarded the First Class Independence Medal in 2014, the First Class Labor Medal (2nd time) in 2024.
Chairman of the City People's Committee Tran Sy Thanh said that in the new development context, the agriculture and rural development sector is facing many new challenges and opportunities, especially the requirements for sustainable development, environmental protection and response to climate change. The city's agriculture and rural development sector needs to continue restructuring and developing comprehensive, multi-value agriculture in an ecological and sustainable direction. At the same time, building a civilized and modern new countryside associated with urban development; developing agricultural production infrastructure, improving the quality of life for rural people.
The Agriculture and Rural Development sector needs to develop agricultural models combined with tourism; preserve, process and consume high-quality, safe agricultural products to meet the consumption needs of the capital's residents as well as domestic and export consumption needs. At the same time, continue to perfect and develop policies on agriculture, farmers and rural areas to attract businesses to invest in the agricultural sector and support business-farmer linkages...
The sector also needs to strengthen the management, exploitation, economical, effective and sustainable use of resources associated with the conservation of biodiversity and ecological environment. Improve the operational capacity of the dike and irrigation system; continue to effectively invest in the renovation and upgrading of irrigation works to clear the flow of rivers in the city to ensure the dual goal of both preventing natural disasters and serving the socio-economic development of the city.
At the event, delegates performed the opening ceremony of the 3rd Hanoi Agricultural Products and Craft Villages Festival in 2024 and visited the product display area. This festival is an opportunity for Hanoi to promote its culture through typical agricultural products and craft villages to domestic consumers and international tourists; honoring occupations, craft villages, artisans and farmers; acting as a bridge between production and trade, between agriculture and tourism, between Hanoi and provinces and cities to cooperate for the common development of the country, contributing to promoting the shift of the capital's agricultural economic structure towards an ecological, modern, efficient and sustainable urban area.
