In 2022, the Department of Science and Technology (DOST) is the leading unit in the administrative reform index (PAR) rankings of the province. This is the second consecutive year that the Department has led the PAR index rankings of specialized agencies under the Provincial People's Committee.

When organizations and individuals come to carry out administrative procedures (AP) in the field of science and technology, they are guided by civil servants of the Department of Science and Technology to carry out procedures in the electronic environment.

Comrade Tran Cong Dan, Deputy Head of the Department of Specialized Technology, Department of Science and Technology said: Administrative procedures have been updated to level 4 online public services, so citizens can perform administrative procedures in the field of science and technology anywhere. For citizens who come to the Public Administration Service Center to perform administrative procedures in science and technology, they are guided by the Department's staff to perform online public services. Thereby, it has improved the quality and efficiency of the agency's operations, saved time, costs and created favorable conditions for organizations and citizens.

Over the years, the Department's leaders have always paid attention to leading and directing regularly and directly the administrative reform work. Difficulties and problems have been promptly resolved by leaders and leaders; the situation and implementation results have been regularly monitored and evaluated, focusing on actual effectiveness.

From there, creating fundamental changes in awareness, sense of responsibility and methods of organizing and implementing administrative reform at the Department, for each civil servant, public employee and worker; administrative reform discipline is gradually enhanced; the quality of administrative reform implementation of the Department is increasingly improved, meeting the requirements of State management and serving the people.

The administrative reform work of the Department has achieved some remarkable results such as: The system of legal documents continues to be reviewed, innovated and perfected; handling administrative procedures in 5 fields ensures correct procedures and time; administrative procedure reform work is gradually innovated, improving efficiency; the quality of civil servants and public employees is improved, meeting the requirements of the assigned tasks...

Comrade Dang Thi Uyen, Chief of Office of the Department of Science and Technology, said: To contribute to improving the administrative reform index of the Department and the level of satisfaction of the people, the Department Office actively advises on arranging conditions, means and tools for administrative reform, ensuring that it meets the working needs of civil servants and public employees in handling work and serving the people. Regularly coordinate with departments and units under the Department to well perform the assigned administrative reform tasks to ensure speed, quality and on time.

The work of building and developing e-Government and digital Government is focused on. The Department effectively deploys the application of information technology in State management activities, contributing to improving the management and operation capacity of State agencies, serving people and businesses better, thereby accelerating the process of simplifying administrative procedures.

Up to now, 100% of civil servants, public employees and workers of the Department are equipped with computers, information technology equipment, software such as: Application of software for managing cadres, civil servants and public employees (CCVC - VNPT); Ecabinet online meeting room system; software for managing scientific and technological tasks; software for managing radiation and nuclear safety... contributing to processing information accurately, completely and promptly and reducing the circulation of paper documents between agencies, units, information and directive documents of the Central and local governments.

Maintain the operation and use of the Department's website effectively, regularly update and transmit information to disseminate knowledge, promote scientific and technological information, and guide administrative procedures to people...

Currently, the Department of Science and Technology has deployed and provided 50/50 level 4 online public services and public postal services in the areas under the Department's management according to regulations, reaching a rate of 100%. The Department is also a pioneer in using digital signatures from the department level to the Department's leadership. Every year, the Department has 3 or more initiatives related to administrative reform.

In addition, the Department of Science and Technology receives and returns results to organizations and individuals at the Provincial Public Administration Service Center in accordance with the correct procedures and within the prescribed time limit. As a result, from December 15, 2022 to May 31, 2023, the number of records received was 30 records, of which 30/30 administrative procedures registered to return results via public postal services. 100% of records were resolved in advance and on time. The reception and return of results of administrative procedures by the Department at the Provincial Public Administration Service Center ensures fairness, objectivity, publicity and transparency; the record processing process is updated and stored on the Public Service Portal, the province's electronic One-Stop-Shop system. The indicators assessing the handling of administrative procedures at the Department are all at a very satisfactory level.

Comrade Nguyen Toan Thang, Director of the Department of Science and Technology, said: In the coming time, the Department is determined to make efforts to maintain the first position on the provincial administrative reform rankings. After each inspection by the Administrative Reform Index Inspection Team, the Department will send a written notice to the departments and affiliated units about the shortcomings, deficiencies, and limitations in administrative reform work, requesting them to overcome them.

Actively inform, propagate, and guide people to understand and effectively use the administrative procedures of the Department, reduce time, costs, and travel costs of people, increase publicity, transparency, fairness, and increase the efficiency of using the Department's information system. Thereby contributing to promoting the administrative reform work of the province. Build administrative procedures to level 4 of the entire process. At the same time, actively promote the application of information technology, build e-government and digital transformation. Research and put artificial intelligence software into use at the Department.
