Tighten regulations on reviewing academic records and early admission

The Ministry of Education and Training (MOET) has just issued a Draft Circular amending and supplementing a number of articles of the Regulations on admission to university and college levels in Early Childhood Education. Accordingly, the admission based on high school transcripts must also include the 12th grade results; the early admission quota must not exceed 20% of the quota for each major.

Changes to ensure candidates' rights

According to the Draft Circular, training institutions decide on one or several admission methods (exam, selection, or a combination of exam and selection), applied to the entire training institution or applied specifically to some programs, majors, groups of majors, and training forms. A training program, major, or group of majors can use several admission methods at the same time.

Each admission method must clearly define the assessment and admission criteria and how to combine the criteria to classify, rank and determine the admission conditions for candidates according to the requirements of the training program, major and group of majors. The assessment and admission criteria must be based on the requirements of basic knowledge and core competencies that candidates need to have to study the training program and major.

The admission scores and passing scores of the methods and subject combinations used for admission must be converted to a common, unified scale for each training program, major, and group of majors.

For the admission method based on academic results and exam results for each subject (including the total score of high school subjects, high school graduation exam scores, foreign language certificates and other assessment results), the Ministry of Education and Training stipulates that the subject group used for admission includes at least 3 subjects suitable to the characteristics and requirements of the training program, including Math or Literature with the assessment weight accounting for at least 1/3 of the total score.

A training program, major, or group of majors can use several subject combinations at the same time for admission, in which case the common number of subjects in the combinations must have an assessment weight of at least 50% of the total score. In case of using high school study results for admission, the study results of the entire 12th grade of the candidate must be used.

The method of converting the scores for each training program, major, and group of majors must ensure that each candidate has the opportunity to achieve the maximum score, and at the same time, no candidate has a score exceeding the maximum score (including priority points, bonus points, and incentive points).

Training institutions are responsible for explaining the scientific and practical basis in determining admission methods, admission methods, admission combinations and equivalent conversion of admission scores and admission scores; which must be based on analysis, evaluation and comparison of the learning results of admitted students each year.

Harmonizing interests between parties

Looking back at the 2024 admission season, the method of considering high school academic results (high school transcripts) and many previous years has been applied by many schools. In 2024, more than 200 universities used the early admission method. In 2023, the number of training institutions with early admission was 214/322. The number of candidates admitted early was 375,517. The number of early admission wishes was 1,268,232. The number of candidates admitted early after virtual filtering was 301,849.

Although early admission methods essentially expand the admission opportunities for candidates, adding more options besides the high school graduation exam score method, there are still many concerns about this method. Associate Professor, Dr. Tran Thien Phuc - Vice Principal of the University of Technology (Ho Chi Minh City National University) said that currently, many universities conduct early admission when students have not yet completed the high school program. After that, some candidates' consultants put the desire to pass early first when registering for general admission, leading to unfairness and losing candidates' opportunities. In addition, Mr. Phuc also acknowledged that the fact that schools offer many admission methods and then divide different percentages for each method is unfounded, causing unfairness for candidates applying for admission using different methods.

The tightening of early admission quotas to not exceed 20% of the quotas for each major has received support from many experts. This demonstrates the Ministry of Education and Training's enrollment regulation to avoid differences in admissions between schools, ensuring the rights of all candidates, especially from 2025, candidates graduating under the 2018 General Education Program with many innovations. This also demonstrates the responsibility of universities for general education, creating fairness for candidates in learning opportunities.

However, Dr. Le Viet Khuyen - Vice President of the Association of Vietnamese Universities and Colleges noted that the Law on Higher Education has granted autonomy in enrollment to universities. Therefore, it is necessary to consider aspects to ensure harmony between the autonomy of higher education institutions and the state management role of the Ministry of Education and Training.

On the school side, many educational and training institutions said that in each admission season, there may be a reallocation or adjustment of some admission methods or a reallocation of quotas for each method compared to the previous year to better suit the actual situation of the school. The Ministry of Education and Training supports these adjustments because depending on the analysis and comparison of data on admission methods as well as students' learning outcomes over the years, schools need to make changes. Particularly for early admission options, schools should have an information channel to guide and support candidates when they need to find information and provide detailed instructions when they come to register at the school during early admission periods.
