Domestic foreign language certificates 'devalued'

Granting certificates but not recognizing admission

VSTEP English Certificate assesses learners' English proficiency at different levels, from A2 to C1 according to the Common European Framework of Reference (CEFR). The certificate is accepted in civil service exams, promotion exams, etc. However, many universities do not accept this foreign language certificate when considering regular university admission.

In the 2025 Admissions Project, the National Economics University will consider international English certificates (IELTS, TOEFL) in combination with high school graduation exam results; combine thinking assessment test results (Hanoi University of Science and Technology), and capacity assessment test results (2 National Universities). Foreign Trade University will also only use international language certificates when considering admission in combination with high school graduation exam results in 2025. This year, Hanoi Medical University plans to maintain the same admission method as in 2024. Accordingly, the admission method will combine high school graduation exam results with international foreign language certificates in English or French, and only accept IELTS or TOEFL certificates.

Among the major universities, only Hanoi University of Science and Technology has been recognized to accept VSTEP certificates. This is the university with the largest number of English certificates accepted for admission. The Academy of Journalism and Communication also accepts VSTEP certificates for university admission this year.

It is worth mentioning that many schools organize exams and issue VSTEP English certificates but still say no to this certificate when enrolling in universities, such as Foreign Trade University and National Economics University.

Ms. Pham Thanh Ha, Deputy Head of the Training Management Department, Foreign Trade University, shared that the use of foreign language proficiency assessment certificates needs to be carefully studied. The school is in the process of researching and considering the use of VSTEP English certificates to ensure compliance with the training orientation and requirements of each program.

Dr. Le Anh Duc, Head of Training Management Department, National Economics University, affirmed that the school only considers international English certificates for regular university admissions. VSTEP English certificates will be considered for admission later.

Regarding foreign language certificates in admission, each university has a different conversion rate. With the same IELTS score of 5.5, Hanoi University of Science and Technology and Vietnam Academy of Agriculture converted it to 9.0/10 points; Vietnam Women's Academy and Thang Long University converted it to 8.0/10 points, and the University of Transport converted it to 8.5/10 points. Vietnam Academy of Agriculture is also a training unit that considers IELTS English certificates at 4.0, the lowest level up to this point (converted to 6/10 points). At the IELTS score of 5.0, some schools do not consider it (National Economics University, Thang Long University) but it is converted to 8.5/10 points (Hanoi University of Science and Technology), 8.0/10 points (Vietnam Academy of Agriculture, University of Transport).

According to the Ministry of Education and Training, 2025 is the first year that students studying under the new general education program will participate in university entrance exams. Therefore, the innovation of admission regulations aims to meet the requirements of innovation in the 2018 General Education Program, creating a positive impact on teaching and learning at the high school level, especially grade 12.

Many new adjustments

According to the 2025 enrollment plan of Hanoi University of Science and Technology (Vietnam-France University), the school applies four enrollment methods for 17 majors with a total of 1,088 targets. With the method of considering high school graduation exam scores, out of 17 majors, 6 majors recruit from 4 to 6 combinations, while many majors recruit according to 11-12 combinations. In particular, some majors have up to 19-20 combinations for enrollment.

The Space Science and Satellite Technology major holds the record with 20 admission combinations, becoming the major with the largest number of admission combinations in the current university system. Many other majors at the school also have a large number of admission combinations, such as Applied Mathematics with 19 admission combinations. In 2024, with the method of considering high school graduation exam scores, the school will consider 3-4 combinations/major. According to the university admission regulations from 2024 and earlier, each major cannot consider more than 4 combinations. However, in the draft of the new admission regulations expected to be applied from 2025, the Ministry of Education and Training no longer controls the number of admission combinations/major, only requiring each admission combination to have 1 of 2 subjects: Literature or Mathematics.

Some schools have also adjusted their technical admission methods from 2025. For example, the Academy of Journalism and Communication this year accepts the conversion of English scores for candidates with English certificates. The converted English scores will be combined with the high school graduation exam scores into a subject group for admission. An IELTS 5.0 English certificate will be converted to 7/10 points in the admission group from the high school graduation exam scores. Candidates with an IELTS English certificate of 5.0 or higher who want to apply to the Academy of Journalism and Communication will not have to register for the English graduation exam because the conversion has been recognized.
