TPO - The Department of Transport of Ho Chi Minh City has just sent a document to the Department of Culture and Sports of Ho Chi Minh City regarding the organization of cultural activities that temporarily use part of the roadway and sidewalks in the city.
Accordingly, the Department of Transport requested the Department of Culture and Sports to preside over and synthesize proposals for the City People's Committee to consider and direct the unified calculation of area when temporarily using roads and sidewalks to organize sports activities to ensure reasonableness and compliance with regulations.
At the same time, the City People's Committee is requested to direct units to proactively review, balance, and supplement temporary use fees for roads and sidewalks in the budget estimates for organizing cultural activities (sports, parades, festivals) according to regulations.
The Department of Culture, Sports and Tourism needs to classify cultural activities appropriately to propose and advise the City People's Committee to issue a specific plan to avoid paying fees as prescribed for activities that are only for political agitation and propaganda.
According to the Department of Transport, currently, the land ratio for traffic in the city is still very limited, not reaching the approved planning ratio, while the traffic volume and density of motor vehicles participating in traffic is always high, especially on the roads in the central area.
Therefore, the Department of Transport recommends that the Department of Culture and Sports, during the review process, should note that units organizing cultural activities (sports, parades, festivals) should limit the temporary use of part of the roadway and sidewalk in the city center, only at locations, spaces, and positions that are suitable for the industry's planning; the temporary use of part of the roadway and sidewalk must be carried out in accordance with the Regulations issued in Decision No. 32 of the City People's Committee and Resolution No. 15 of the City People's Council.

According to the Department of Transport, previously at the survey of the Culture - Society Committee of the Ho Chi Minh City People's Council on the effectiveness of organizing Festival and Festival activities and the situation of organizing cultural, physical training and sports activities in the city held on April 9, the Head of the Culture - Society Committee of the City People's Council stated his opinion directing the Department of Transport to study and review the proposal for the People's Committee and the City People's Council to consider adjusting the temporary use fee for the roadway and sidewalks suitable for Festival and Festival activities (calculated by day instead of by month including 1 month and 0.5 month as present).
In the process of researching, proposing, reviewing and amending fees, departments and branches need to coordinate to classify cultural activities appropriately, and propose the City People's Committee to issue a specific plan to limit fees for activities that are only for political agitation and propaganda. Units need to proactively review, balance and supplement fees for temporary use of roads and sidewalks in the budget estimates for organizing cultural activities (sports, parades, festivals). Therefore, the Department of Transport requests the Department of Culture and Sports to preside over and synthesize the above contents.
