17 cases of non-handover of Ring Road 3 project site will be enforced

On July 18, the Management Board of Traffic Construction Investment Projects (Traffic Board) said that the site clearance for the Ring Road 3 project through Ho Chi Minh City has reached 98.99%.

Specifically, the total number of cases that have handed over the premises is 1,675/1,692 cases; 17/1,692 cases have not agreed to hand over (accounting for 1.01%).

The total area of ​​land recovered is 407,803/410,439ha (reaching 99.3%), the remaining 2,636ha has not been recovered (accounting for 0.7%).

Of these, Thu Duc City has 15 cases and Binh Chanh District has 2 cases that have not agreed to hand over the site. The Traffic Department said that these are complicated and difficult cases, with no consensus on handing over the site.

Local authorities are currently preparing documents for compulsory land repossession in the above 17 cases. This is expected to be completed before July 31.

Regarding implementation progress, component project 1 (construction of Ring Road 3 through Ho Chi Minh City, including Thay Thuoc Canal Bridge) has a total of 14 construction packages, including 10 main construction packages and 4 packages serving operation and exploitation.

Four main construction packages (XL3, XL6, XL8, XL9) have started construction since June 2023. Currently, contractors are accelerating the construction of bridges and tunnels on the route; constructing the roadbed for the weak soil treatment section by digging to replace soil with cajuput piles and speeding up the construction progress of waterproofing and loading. The actual output reached about 1,240 billion (17.5% of the construction value).

The remaining six main construction packages (XL1, XL2, XL4, XL5, XL7, XL10) started construction in January 2024. Currently, contractors are focusing on accelerating the construction progress of substructure items on the route and simultaneously implementing soft soil treatment work. The output is about 484 billion (reaching more than 5% of the construction value).

As for the 4 bidding packages for operation and exploitation, the design is currently being appraised and approved and will start construction in December 2024.

Regarding the demand and mobilization of sand for roadbed construction for component projects, Ho Chi Minh City needs more than 7 million cubic meters of sand. Up to now, Ho Chi Minh City has only mobilized about 560,000 cubic meters of sand, lacking about 6.5 million cubic meters of sand.

Regarding this issue, the Traffic Committee recommends that Vinh Long, Tien Giang, and Ben Tre provinces support and promptly complete sand mining licensing procedures to meet the sand supply schedule for the Ho Chi Minh City Ring Road 3 project.

The project to build Ring Road 3 through Ho Chi Minh City (including Kenh Thay Thuoc bridge) has a total length of component project 1 of 47.35km. Section 1 (Thu Duc city) has its starting point adjacent to Nhon Trach bridge; section 2 (Cu Chi, Hoc Mon, Binh Chanh districts) has its starting point adjacent to Binh Goi bridge, and its end point is at the end of Kenh Thay Thuoc bridge.

The project has a total investment of over 22,411 billion VND, capital from the central budget and the city budget (capital contribution ratio is 50% central budget and 50% city budget).

The project will officially start bidding packages from July 2023. It is expected to basically complete the expressway section in 2025 and complete the entire project in 2026.

Previously, the Traffic Department determined that May and June 2024 are the two decisive months for the project's progress.

Accordingly, the unit must gather enough sand by June 2024 to handle weak soil, load... This process will take about 10-12 months, the goal is to complete by June 2025. From June 2025 to December 2025, the road surface will be constructed, traffic will be organized and the 4 main lanes will be prepared for traffic.
