Proactively prepare and research policies
Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan said that as soon as President Donald Trump was elected, the Prime Minister immediately directed ministries and branches to proactively study the policies and action plans that Mr. Trump expected to have when he took office.

The Ministry of Industry and Trade has coordinated with ministries and branches to have many reports and make forecasts.
Right from the beginning of 2025, the Government's meetings also included an assessment of the world situation, mentioning fluctuations in the world market, along with some policies influenced by the United States.
Thus, the Government has proactively anticipated the incident and proposed solutions.
Up to now, the US President has also had a number of policies, especially imposing taxes on all goods in the world, while at the same time imposing different tax rates on different goods and on different countries.
"We are not outside and affected by this. However, there are many countries that are more strongly affected, we are not the country that is strongly affected," Mr. Tan said, adding that the Ministry of Industry and Trade has coordinated promptly with ministries and branches; the ministries and branches themselves are also very proactive in reporting to the Government.
It is expected that this March, the Government will hold a meeting to discuss key issues and solutions.
On the part of the Ministry of Industry and Trade, the ministry immediately assigned it to trade agencies in countries around the world, not just the US Trade Office, because this impact is global and could change and shift trade flows.
Through the US Embassy in Vietnam and the Vietnamese Embassy in the United States, the Ministry of Industry and Trade has proactively conveyed a message to the United States about its desire to maintain and build a harmonious, sustainable, mutually beneficial economic and trade relationship with the United States; affirming that Vietnam does not have any policies that could harm US workers or national security.
Prepare for different scenarios
It is expected that next weekend (March 13), the Minister of Industry and Trade will meet with the US Trade Representative to discuss and continue the very good relationship between Vietnam and the United States.
Mr. Tan affirmed the view of the Ministry of Industry and Trade that Vietnam and the United States are two complementary economies.
The cause of the trade imbalance between the two countries comes from the complementary nature of the two economies, which is due to the export and foreign trade structure of the two countries.
Vietnamese goods exported to the United States mainly compete with third countries, not directly with US businesses in the US market. On the contrary, it also creates conditions for US consumers to use cheap Vietnamese goods.
As an open economy, in the integration process, Vietnam pursues a free trade policy, the tariff difference on US goods is not much and may continue to decrease in the coming time, because Vietnam advocates reducing MFN tariffs on many goods.
Therefore, some US products with high competitive advantages, such as automobiles, agricultural products, liquefied gas, ethanol, etc., will benefit from this policy, and at the same time will create positive import flows from the US, contributing to improving the trade balance between the two countries.
There is a policy dialogue mechanism established between the two countries under the Vietnam - US Trade and Investment Framework Agreement.
In addition, the Vietnamese Government has also proactively assigned ministries and branches to review difficulties and develop solutions to issues of concern to the United States; on the basis of fair and reciprocal trade, in accordance with the law, and in harmony and satisfactory response to the interests of all parties.
Vietnam will also create favorable conditions for US investors to participate in the formation and development of key industries in Vietnam, especially key energy projects (new energy, hydrogen, nuclear power, etc.), creating a premise to increase the import of liquefied gas, fuel, machinery and equipment, and technology from the United States, contributing to improving the trade balance between the two countries.
For businesses, Mr. Tan said, the Ministry of Industry and Trade has also proactively coordinated with industries to prepare to respond to different scenarios.
To continue to develop in the context of a volatile and difficult world economy, in addition to efforts from the Government, ministries and sectors, it is also necessary to rely on the sensitivity, proactiveness in following the market and the ability to adapt, explore and develop the competitiveness of the enterprises themselves.
Enterprises need to continue to proactively develop roadmaps and solutions to diversify export markets, improve product quality, ensure technical, labor and environmental standards, etc.
In particular, it is necessary to focus on controlling the origin of raw materials for production, as well as carefully evaluating investment cooperation with businesses from countries that are having trade tensions with the United States.
