In which, Thu Duc City arranges 199 neighborhoods into 644 new neighborhoods.
For suburban districts, Binh Chanh district arranges 5 neighborhoods and 101 hamlets into 13 new neighborhoods and 400 hamlets.
Can Gio district arranges 5 neighborhoods and 28 hamlets into 5 new neighborhoods and 43 hamlets.
Cu Chi district arranges 8 wards and 178 hamlets into 13 new wards and 292 hamlets.
Hoc Mon district arranges 8 wards and 79 hamlets into 9 new wards and 353 hamlets.
Nha Be district arranges 4 wards and 26 hamlets into 22 new wards and 119 hamlets.
After the arrangement, Ho Chi Minh City has 4,861 newly established neighborhoods and hamlets (including 3,654 neighborhoods and 1,207 hamlets).
According to the Ho Chi Minh City People's Committee, currently, maintaining two levels of neighborhoods, hamlets, residential groups, and people's groups in the area is not in accordance with Central regulations. Therefore, the city is streamlining its apparatus.
Each neighborhood and hamlet has five positions receiving monthly allowances, including secretary, neighborhood and hamlet chief, head of the Front Work Committee, head of the women's association, and secretary of the youth union.
Additional 123 billion VND/year subsidy for civil defense
The Resolution stipulates monthly allowances, uniform allowances and support for purchasing voluntary health insurance for civil defense forces; food allowances for commanders and deputy commanders of military commands of wards, communes and towns.
According to the Ho Chi Minh City People's Committee, the proposal to adjust and increase the monthly allowance for civil defense forces aims to ensure income and cover living expenses for this force.
At the same time, it is recommended to support food expenses for the commanders and deputy commanders of the military command of wards, communes and towns to motivate, encourage and create a balance in implementing the regime between them and the militia and self-defense forces.
Currently, for the civil defense force, the allowance is 2.2 million VND/person/month; the responsibility allowance of the Head of the Civil Defense Committee is 200,000 VND/person/month, the responsibility allowance of the Deputy Head of the Civil Defense Committee is 150,000 VND/person/month; the Head and Deputy Head of the Civil Defense Committee receive a responsibility allowance of 100,000 VND/person/month.
In addition, civil defense guards are subsidized for uniforms and supported to buy voluntary health insurance annually; uniform subsidy is 2 million VND/person/year; and support to buy voluntary health insurance annually.
In addition, the City People's Committee proposed to support food expenses for commanders and deputy commanders of military commands of wards, communes and towns. Specifically, support 100% of basic daily food expenses; support 100% of additional food expenses during holidays and Tet.
The support level is equal to the basic food allowance for non-commissioned officers and infantry soldiers on active duty according to current regulations of the Ministry of National Defense. Funding is provided from the Ho Chi Minh City budget.
It is estimated that the budget to ensure the regime for the civil defense force is nearly 326 billion VND/year, so it is necessary to add more than 123 billion VND/year. In addition, the estimated budget to ensure the regime for the commander and deputy commander is nearly 21.7 billion VND/year.
