BHG - On the morning of November 14, Comrade Nguyen Manh Dung, Acting Secretary of the Provincial Party Committee, inspected the progress of the Tuyen Quang - Ha Giang Expressway Project (Phase 1), accompanied by members of the Provincial Party Committee: Nguyen Minh Tien, Head of the Provincial Party Committee's Organization Committee; Tran Quang Minh, Chairman of the Provincial Party Committee's Inspection Commission; Tran Manh Loi, Head of the Provincial Party Committee's Mass Mobilization Commission; Hoang Dinh Phoi, Head of the Provincial Party Committee's Internal Affairs Commission; leaders of the Provincial Party Committee's Propaganda Department, Department of Transport, Department of Construction, Department of Education and Training, Department of Natural Resources and Environment, and Bac Quang district.
The project is invested by the Ha Giang Province Traffic Construction Investment Project Management Board; The project has a total length of 27,480 km; total investment of nearly 3,200 billion VND.

The project is divided into 3 construction packages including: Package No. 03-XL (Km0+00 to Km12+500) implemented by Vietnam Construction and Import-Export Joint Stock Corporation; currently, the contractor is urgently organizing the construction of digging and filling the roadbed, bridges, cross-drainage culverts, and underpasses for people. Package No. 04-XL (Km12+500 - Km19+120), implemented by the Joint Venture of Thuan An - TAG Group Joint Stock Company and 168 Vietnam Construction Group Joint Stock Company, just started construction on October 30, 2023, currently the contractor is focusing on machinery and workers to dig the ground and fill the public road. Package No. 05-XL (Km19+120-Km27+480): implemented by the consortium of Taco Truong Son Joint Stock Company - Dong Tien Construction Joint Stock Company - Phuc Thanh An Company Limited, started on November 5, 2023; currently the contractor is building camps, material staging areas, warehouses, power stations, concrete mixing stations...

The entire project has 183 households with residential land and houses that must be relocated, of which 80 resettled households arrange their own accommodation, including: Vinh Tuy town 9 households, Vinh Hao commune 15 households, Quang Minh commune 29 households, Viet Vinh commune 9 households, Tan Quang commune 18 households; 103 households resettled in a concentrated manner, of which Hung An town 62 households, Quang Minh commune 29 households, Tan Quang commune 12 households. Currently, the province has planned 3 resettlement areas in Hung An, Quang Minh and Tan Quang communes. This is the first expressway project implemented in our province. Currently, Bac Quang district has handed over to the project management board, the construction unit with a total length of over 24 km/27.48 km, reaching 87.5%.
However, due to compensation, site clearance, and unfavorable weather conditions, the project's progress has not yet met requirements.

After inspecting the field at the bidding package, Acting Secretary of the Provincial Party Committee Nguyen Manh Dung visited and discussed with a number of households that had to be cleared and cleared for project construction in Quang Tien and Kiem villages, Quang Minh commune, Bac Quang district. The majority of people were very happy and agreed with the policy of the State and the province when investing in the construction of the Tuyen Quang - Ha Giang Expressway Project, saying that this was an opportunity for people in the project area to develop their family economy, convenient for their children's education in the future. However, people did not agree with the compensation price for residential land, production land and architectural works on the land, people said that the compensation price of the State was still quite far from the actual market price.
After listening to the people's feedback, Acting Secretary of the Provincial Party Committee Nguyen Manh Dung emphasized: The Tuyen Quang - Ha Giang Expressway project is very important for the cause of socio-economic development, ensuring national defense and security of our province. The project's completion will create an economic development corridor from the capital Hanoi along the Noi Bai - Lao Cai Expressway, Tuyen Quang - Phu Tho Expressway to Ha Giang. At the same time, it will solve the bottleneck in regional traffic connection, promote trade of goods through Thanh Thuy International Border Gate, Vietnam - Thien Bao, China. In particular, tourism is flourishing in our province and has a great opportunity to develop further. With such importance, the Acting Secretary of the Provincial Party Committee hopes that people in the project area will agree and accompany the province and district, creating the best conditions for the contractor to soon have a construction site to ensure the progress of the entire project. Regarding the opinions, suggestions and recommendations of the people, the Acting Secretary of the Provincial Party Committee accepted and promised to direct the relevant agencies to study and resolve them as soon as possible for the people, in the spirit of the Prime Minister's direction, when households have to move to a new place of residence, the living conditions must be better, at least equal to the old place of residence...
