Mr. Hoang Le Trang - Head of the Department of Planning, Architecture, Technical Infrastructure and Urban Development (Department of Construction) said: "Over the past time, the approved plans have closely followed the viewpoints, goals and strategies for socio-economic development of the province; the development strategies and plans of the industry; in accordance with the regulations on the establishment, appraisal, approval and management of urban planning and construction planning".
Based on approved urban planning, old urban areas have been renovated, upgraded and invested in building new technical infrastructure. Many new large-scale urban areas have been established, with civilized and modern architectural works and synchronous technical infrastructure such as Vincom commercial and residential center, Ha Tinh city North urban area, Ham Nghi urban area, Melia Vinpearl Cua Sot Resort and water park...
In particular, the urban system has had positive changes in both quantity and quality. If when the province was re-established, the whole province had 9 urban areas with 1 town (type IV urban area) and 8 towns (type V urban areas), small urban scale, poor technical infrastructure, then up to now, the whole province has 16 urban areas with Ha Tinh city as type II urban area, Ky Anh town as type III urban area, Hong Linh town as type IV urban area and 13 towns (type V urban areas).
Ha Tinh is continuing to plan industrial parks to attract investment.
The urban scale has expanded, the urban appearance changes every day towards civilization and modernity. The urbanization rate in the area is taking place rapidly, especially in central urban areas such as Ha Tinh City, Ky Anh Town, etc. The urbanization rate of the whole province is currently about 29.8%.
Vung Ang Economic Zones (EZs) and Cau Treo International Border Gate EZs have invested in building technical infrastructure in accordance with approved functional area planning, attracting many large projects, contributing to promoting economic restructuring, creating a leap in economic growth and budget revenue such as the Formosa Steel Complex and Son Duong Formosa Port project, Vietnam - Laos Vung Ang Port, Phu Vinh Industrial Park, etc.
Currently, the province is continuing to plan industrial parks to attract investment such as Bac Thach Ha Industrial Park, Gia Lach Industrial Park expansion... continuing to contribute to creating a "leverage" to attract labor and shift population from rural to urban areas.

Rural planning is an indispensable criterion in the process of building new rural areas. Thanks to the coverage of the general planning of commune construction and the establishment of detailed planning of rural residential areas, it has created conditions for communes to have a basis for management, investment in the construction of technical infrastructure, social infrastructure and model residential areas.
This result is thanks to the work of implementing, appraising, approving and managing planning in the province, which has been focused on by the Department of Construction. Up to now, 8/10 districts in the province have had their district planning approved; 100% of communes in the province have had their communal planning approved; all construction investment projects have had detailed planning at a scale of 1/500 (or general land use planning). In addition, the plans have also been periodically reviewed to promptly adjust in accordance with the development situation of the province and locality.

Focus on implementing the Provincial Planning for the period 2021 - 2030
Currently, the Ha Tinh Provincial Planning for the period 2021 - 2030, with a vision to 2050, has been approved by the Prime Minister. This will have a major impact on the planning consultancy work of the Department of Construction in the coming time.
Therefore, the Department has advised the Provincial People's Committee to organize the establishment or adjustment of construction and urban planning. Many key contents in the provincial planning have been included by the Department of Construction in the industry's programs and plans. In particular, the unit focuses on major planning such as adjusting the general planning of Ha Tinh city; establishing the construction planning of the Northern inter-district area; establishing the planning of the Bac Thach Ha industrial zone, the expanded Gia Lach industrial zone, etc.
In addition, the Department of Construction regularly urges and guides districts, cities and towns to review construction and urban planning in the area to establish or adjust them in accordance with the approved provincial planning.
