On the morning of September 24, during his working program in Dong Nai, Prime Minister Pham Minh Chinh attended the conference to announce the planning for the 2021-2030 period, with a vision to 2050, and promote investment in Dong Nai province.
Attending the conference were leaders of ministries, branches, central agencies, Dong Nai province and some localities; representatives of international organizations, partners, investors, domestic and foreign enterprises.
This is an important forum, a good opportunity for domestic and foreign partners, businesses and investors to directly dialogue with provincial leaders, to learn and grasp the thinking, vision, new development space, potentials, strengths, opportunities, and specific projects of Dong Nai; at the same time, leaders of central ministries and branches have opinions and suggestions on development orientations, solutions to promote cooperation, and increase investment attraction in the area.
17 projects with total investment capital of 155,000 billion VND
At the conference, Dong Nai province issued investment registration certificates and investment policy approval decisions for 17 projects with a total investment capital of VND155,000 billion (USD6.2 billion).
Analyzing the potential and advantages of Dong Nai, opinions at the conference assessed that the province has an area of 5,863 km2, the second largest in the Southeast region, and has an important strategic geographical position in the Southern key economic region, the leading dynamic development region in the country.
Dong Nai is the gateway connecting the Southeast region with the Central Highlands and the Central Coast; Dong Nai is an important link in regional connectivity through multi-modal connections: Road, railway, waterway and especially Long Thanh International Airport.
Dong Nai has a large area of land for growing perennial industrial crops and fruit trees, over 190,000 hectares; leading the country in animal feed production and industrial-scale livestock farming.
Dong Nai has the largest number of industrial parks in the country, known as the industrial capital (32 industrial parks and 36 industrial clusters); attracts large FDI (nearly 2,000 valid projects, total investment capital of nearly 37 billion USD), and has the largest scale of processing and manufacturing industry in the country.
Dong Nai has strengths in tourism development, especially eco-tourism and cultural tourism associated with the conservation and promotion of heritage values; is the "Green Lung" of the Southeast region with the Dong Nai Biosphere Reserve with an area of 756,000 hectares with many rare species of animals and plants.
With a large population, Dong Nai has abundant labor resources for economic development. The whole province has 3.3 million people, accounting for 3.2% of the country's population and ranking 5th in the country (1.9 million workers).
Dong Nai is a land of long-standing cultural and historical history in the South; the process of formation and development is associated with many generations of talented people and celebrities.
Dong Nai has many unique traditional crafts (such as ceramics, traditional handicrafts, agricultural processing, brick and tile production, bronze casting, iron casting); many historical and cultural relics, natural heritages...
In recent years, Dong Nai has achieved a fairly high economic growth rate, the scale of the economy has increased sharply, 7.08% in the 2015-2020 period, 6.69% in the 2021-2023 period. Dong Nai has continuously maintained its position in the group of 10 localities with the highest budget revenue in the country.
The province's economic structure continues to shift in a positive direction, gradually increasing the proportion of the industrial and service sectors; reducing the proportion of agriculture, forestry and fishery. In 2016, the agriculture, forestry and fishery sector accounted for 11.7%; the industry and construction sector accounted for 58.3%; the service sector accounted for 22.2%, and by 2023, the corresponding proportions were 9.2%: 60.5%; and 22.5%.
The industrial park system has developed strongly, attracting many large foreign investment projects (32 industrial parks and 36 industrial clusters, with over 84% of the area filled; over 40 countries and territories have invested in the province with a total capital of 37 billion USD).
Dong Nai is an export center, such as footwear, textiles, wood products, computers, electronic products and components...; on the other hand, it mainly exports agricultural products, such as processed rubber, coffee, peanuts, cashew nuts...
Dong Nai is a province that has achieved new rural standards; 11/11 districts and 120/120 communes have achieved new rural standards; 1 district (Xuan Loc) and 106 communes have achieved advanced new rural standards, of which 30 communes have achieved model new rural standards.
Dong Nai province planning is 'a product of intellectual crystallization'
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated Dong Nai province and the Ministry of Planning and Investment, agencies, localities and partners for their careful coordination in preparing the conference with the combined content of "2 in 1": Announcing Dong Nai Province Planning and promoting investment.
Taking time to analyze planning work, the Prime Minister emphasized that planning plays a very important role, creating great opportunities, long-term impacts, and is an important driving force in development.
Planning must be one step ahead, realistic, feasible, and able to promote the unique potential, outstanding opportunities, and competitive advantages of each region, area, and locality.
Since the beginning of the 13th Congress term, this work has been focused on investment and promoted; to date, the establishment, appraisal and approval of 110/111 plans have been completed.
Planning plays a leading, orienting role, helping to develop in the right direction, quickly, sustainably, comprehensively, and inclusively; helping to exploit and use space effectively: ground, water-sea surface, underground space; planning must have innovative, breakthrough thinking, strategic vision, overall, inclusive, and comprehensive; planning must be one step ahead, while ensuring order, system, inheritance, and development; in the implementation process, only with good consultants can there be good planning, only with good planning can there be good projects, only with good projects can there be good investments, creating new opportunities and new values.
Planning needs to closely follow the Party's guidelines and policies, the State's laws; closely follow the practical situation of the locality, region, area, and the world, especially the potential and strengths of the locality; closely follow the needs and aspirations of the people.
The Prime Minister pointed out three important factors and ideas in planning work: Always put people at the center, the subject and resources, the driving force; do not sacrifice fairness, social progress, environmental protection in exchange for mere growth; determine resources originating from thinking, motivation originating from innovation, strength originating from businesses and people; in line with the development trends of industries, fields, regions, the whole country, the region and the world.
Along with that, the 5 tasks of planning work include: Finding and developing distinct potentials, outstanding opportunities, competitive advantages to effectively exploit for rapid and sustainable development; detecting contradictions, shortcomings, limitations, challenges... to propose solutions to resolve and overcome; building a list of projects and programs with priority order to attract investment, promote trade, boost socio-economic development; mobilizing resources for implementation (State, society, public-private partnership, internal-external).
Further analyzing the distinct potential, outstanding opportunities, and competitive advantages of Dong Nai, the Prime Minister emphasized that Dong Nai has a strategic position in terms of socio-economics, national security and defense; has more than 3 million people, abundant human resources, young population, and many aspirations; is an important traffic hub, with 5 modes of transportation; is located in the key economic region of the Southeast; has a heroic cultural, historical, and revolutionary tradition; has diverse natural advantages, suitable for green, sustainable, and comprehensive development.
Regarding the results of the past time, the Prime Minister assessed that Dong Nai has basically achieved the socio-economic development goals and targets set in a very difficult context, especially the severe impact of the COVID-19 pandemic on an industrial and populous province. In the first months of 2024, the province has recovered and developed relatively comprehensively.
On behalf of the Government, the Prime Minister acknowledged, commended and congratulated the important achievements that the Party Committee, government, army and people of Dong Nai province have achieved in recent times, which is also the basis for consolidating and enhancing the confidence of businesses and investors.
Besides, the scale of Dong Nai's economy is still not commensurate with its potential, advantages and strategic geographical location; growth quality, administrative reform results and competitiveness, the development of specialized industrial zones, and the rate of trained workers need to be further improved.
The Prime Minister assessed that the Dong Nai Provincial Planning has been carefully, methodically and scientifically prepared; defining viewpoints, visions, key and breakthrough development goals; having solutions, preferential policies and resources to implement the planning in the coming time.
"This is the crystallization of the intelligence of Dong Nai, scientists, businesses, people and the whole country, a good planning to 'connect, integrate and take off'", the Prime Minister assessed.
Most effective exploitation of Long Thanh International Airport
The Prime Minister stated that to realize the Plan, Dong Nai needs to focus on implementing "1 key, 2 strengthening, 3 breakthroughs".
"One focus": Mobilizing and effectively using all legal resources to promote traditional growth drivers (investment, export, consumption); breaking through to new growth drivers (green economy, digital economy, circular economy, sharing economy, knowledge economy, etc.).
"Two enhancements" include: Increasing investment, developing human factors (improving people's knowledge, training high-quality human resources, nurturing talents, ensuring social security); enhancing regional, area, domestic and international connectivity through transportation systems, production systems and chains, and market connections.
"Three breakthroughs" include: Breakthrough in developing a synchronous strategic infrastructure system (in terms of transportation, climate change response, digital infrastructure, healthcare, education, society, etc.); breakthrough in promoting science and technology, innovation, startups, applying achievements of the 4th industrial revolution, developing enterprises, creating jobs, stabilizing and developing people's livelihoods; breakthrough in training, attracting talents, high-quality human resources, administrative reform, improving the investment and business environment.
Regarding tasks and solutions, the Prime Minister requested Dong Nai province to develop a specific plan to implement the Planning, ensuring compliance and synchronization in the organization of planning implementation; in accordance with the national master plan, regional planning, and sectoral planning.
Always innovate thinking, development vision, exploit and promote historical and cultural traditions; promote public-private cooperation, using public investment to lead private investment; do a good job of site clearance, continue to promote investment in strategic infrastructure, especially transport, urban, health, education, social infrastructure, and climate change response.
Promote the effectiveness of the province's three economic driving forces, allocate resources to synchronously and effectively implement development space. Develop key industries, high-tech industries, and transform industrial zones towards green, digital, and circularity.
Strengthen regional, national and international connectivity, promote the role and position of Dong Nai as one of the important trading centers of the Southeast region; exploit Long Thanh International Airport and Bien Hoa dual-use airport as a driving force to develop services into an important economic sector.
Promote administrative procedure reform, improve the investment and business environment; make efforts to further improve ranking indexes such as PAPI, PCI...; prepare well investment calling projects to welcome investors, especially large and potential investors.
Harmonious development between economy, culture, society, environment; strengthening environmental protection, nature, biodiversity conservation associated with proactive prevention and control of natural disasters, adaptation to climate change. Establishing biodiversity corridors; protecting biodiversity conservation facilities. Strengthening forest planting, protection, and management, paying attention to protecting biosphere reserves.
In particular, the Prime Minister requested the province to disseminate and thoroughly implement the planning so that everyone can understand and grasp it, thereby supporting the planning, following the planning, supervising the implementation of the planning and benefiting from it in the spirit of "People know - People discuss - People do - People benefit".
Regarding the tasks of localities in the Southeast region, the Prime Minister proposed to continue effectively implementing Resolution No. 24-NQ/TW dated October 7, 2022 of the Politburo on socio-economic development and ensuring national defense and security in the Southeast region to 2030, with a vision to 2045.
Unite, agree, support each other, work together to solve inter-provincial and inter-regional issues, and effectively implement the Regional Planning. Research the establishment of funds and mechanisms to support inter-provincial and inter-regional projects... The Prime Minister expects provinces and cities in the region to promote the spirit of self-reliance, self-improvement, overcoming limits and surpassing themselves to develop.
The Prime Minister requested central ministries and branches to continue to monitor and coordinate the effective implementation of Dong Nai province's planning; work with localities in the whole region to promote combined strength in effectively implementing the planning; regularly summarize, learn from experience, supplement and adjust the planning accordingly.
Dong Nai has solid foundations for remarkable development
Regarding investment promotion content, The Prime Minister sincerely thanked and welcomed businesses and investors who chose Dong Nai province for investment; believed and hoped that the projects would be successfully implemented, bringing practical results.
The Prime Minister requested businesses and investors to promote their missions, build long-term and sustainable business strategies, properly implement investment commitments and cooperation agreements; and follow the correct orientation and priorities according to the provincial planning.
Pioneer in innovation, green transformation, digital transformation, technology transfer, application of smart management methods; training high-quality human resources.
Provide consulting opinions to state agencies in reforming administrative procedures, improving the business investment environment, and reducing compliance costs. Comply with the law, implement good business culture and ethics, social responsibility, ensure workers' lives, and social security.
The Prime Minister requested the business community, investors, and all ministries, branches and leaders at all levels of Dong Nai province to promote the spirit of "three together": (i) "listen and understand together"; (ii) "share vision and act together"; (iii) "do together, win together, enjoy together and develop together"; "don't say no, don't say difficult, don't say yes but don't do", if you say you must do, if you commit you must do, if you do, you must have real results, be able to weigh - measure - count - count and quantify; create new momentum and motivation for development, open up new opportunities, new values for the locality and beneficiaries.
"The State commits to always protecting the legitimate rights and interests of investors, not criminalizing economic and civil relations, but anyone who violates the law such as counterfeiting, fake goods, manipulating the market, tax evasion... must be punished," the Prime Minister emphasized.
The Prime Minister affirmed: The position and role of Dong Nai province is increasingly affirmed in the overall development strategy of the whole country, being an important link in the Southeast, the growth pole of the region and the whole country.
The Prime Minister pointed out that Dong Nai has solid foundations that need to be grasped and promoted for outstanding development: the spirit of great solidarity, cultural traditions, heroic history, a clean and strong Party Committee, the support of the people, the foundation of endogenous capacity, the determination to overcome limits to rise up, the support of friends, international partners, businesses and localities.
The Prime Minister sent a message to Dong Nai: Say what you say, do it, go for it, discuss it, be clear; be determined to unite, overcome challenges, warm the hearts of the people; compete with the whole region, constantly strive to be the pioneer.
According to Dong Nai Province Planning, the general goal is that by 2030, Dong Nai will become a civilized, modern, high-growth province, surpassing the high-income threshold in the top group of the country. The economy will develop dynamically and take the lead in developing aviation economy, high-tech industry, science and technology and innovation. The economic and social infrastructure system, urban system will develop synchronously, modernly, intelligently, sustainably, and rich in identity, characterized by the development of international-class airport and ecological urban areas. Cultural identity will be preserved and promoted; the ecological environment will be protected and adapted to climate change; national defense and security will be firmly ensured.
By 2050, Dong Nai strives to become a centrally-governed city, a pioneer in developing high-tech industry, with a synchronous, smart, and modern infrastructure system; a center of international trade, tourism, and services associated with world-class urban areas, a place where intellectuals and talents gather, focusing on green economy and circular economy and achieving the goal of net emissions of "0". Social sectors develop harmoniously; people have a prosperous and happy life. National defense, security, and social order and safety are firmly ensured.
Development orientations and priorities according to Dong Nai Provincial Planning include:
- 3 dynamic regions: (1) Western urban-service-industrial dynamic region (with the core being the urban chain along the Dong Nai river: Bien Hoa-Long Thanh-Nhon Trach); (2) Eastern industrial-agricultural-service development dynamic region (with the core being Long Khanh city); (3) Northern agricultural-tourism-ecological development dynamic region (with the core being the urban pair Dinh Quan-Tan Phu).
- 3 belts: (1) Belt 4; (2) National Highway 56 Belt - Provincial Road 762; (3) Dong Nai-Ba Ria Vung Tau connecting belt.
- 6 corridors: (1) Dong Nai River corridor; (2) Bien Hoa-Vung Tau Expressway corridor and National Highway 51; (3) Ho Chi Minh City-Long Thanh-Phan Thiet Expressway corridor; (4) National Highway 1 corridor and North-South railway; (5) National Highway 20 corridor and Dau Giay-Tan Phu Expressway; (6) Ben Luc-Long Thanh Expressway corridor.
