On October 12, Prime Minister Pham Minh Chinh inspected the new facility of the National Innovation Center (NIC) to be inaugurated at Hoa Lac Hi-Tech Park and worked with leaders of several ministries and branches to review and resolve proposals and recommendations related to the Center's operations.
Accompanying the Prime Minister were Minister of Planning and Investment Nguyen Chi Dung, Minister of Information and Communications Nguyen Manh Hung, Minister of Health Dao Hong Lan, leaders of ministries, branches, agencies and a number of corporations and enterprises.
The Prime Minister stated that in the coming time, it is necessary to continue to improve the system of facilities and infrastructure, and consolidate the apparatus and organization of NIC.
After nearly 3 years of construction, the new facility of the National Innovation Center at Hoa Lac Hi-Tech Park (NIC Hoa Lac) will be officially inaugurated at the end of October 2023.
At the same time, the Vietnam International Innovation Exhibition 2023 (VIIE 2023) will be held from October 28 to November 1 at NIC Hoa Lac, with the participation of prestigious domestic and international enterprises, such as SK, Samsung, Google, Meta, Signify, Intel, VISA, Viettel, FPT, THACO, VNPT, Sovico, MoMo...
According to Minister of Planning and Investment Nguyen Chi Dung, the total cost of building the new facility of NIC Hoa Lac is nearly 1,000 billion VND, but will not use the State budget, but will mobilize funding sources and contributions from domestic and foreign enterprises in diverse and appropriate forms and through socialized investment. The Minister expressed his determination and expectation to turn NIC into a regional innovation center, a place to attract and activate domestic and foreign resources to promote innovation activities.
The Prime Minister welcomed and highly appreciated the Ministry of Planning and Investment, headed by Minister Nguyen Chi Dung, for promoting the spirit of daring to think, daring to do, daring to innovate in promoting the formation of the new NIC facility in Hoa Lac.
Regarding the development of the semiconductor industry, the Center has rapidly expanded its relationship with many partners (Synosyps, Cadence, Nvidia, ...); implemented the construction of a semiconductor chip design and incubation center at NIC facilities (expected to open in October-November 2023); researched a human resource development project for the semiconductor chip industry; built an innovation ecosystem for the semiconductor industry; organized conferences and programs to connect domestic and foreign semiconductor industry partners.
NIC recommends that relevant agencies review and develop laws and general policies on innovation nationwide and regulations related to NIC, creating a strong enough mechanism to test and deploy innovation activities. Along with that, promptly complete the procedures for approving planning and arranging land for NIC to build a service area for experts.
Notably, NIC proposed that agencies review the system of regulations and policies specific to the semiconductor industry; build a superior institutional system that can be piloted right at NIC and high-tech zones. NIC also proposed to coordinate with large technology corporations to promote innovation activities in Vietnam and develop shared centers for training and research in the semiconductor field.
This is the second time this year that Prime Minister Pham Minh Chinh has visited and worked at NIC and the Center's new facility in Hoa Lac.
Concluding the meeting, Prime Minister Pham Minh Chinh first requested to urgently transfer the Hoa Lac High-Tech Park from the Ministry of Science and Technology to Hanoi for management; to plan and expand the Hoa Lac High-Tech Park in the direction of "4 in 1": High-tech park, trade-service area, urban area and industrial park.
To do this, it is necessary to amend and supplement regulations related to the operation of Hoa Lac High-Tech Park. At the same time, the Ministry of Transport and Hanoi must immediately deploy an urban railway from the center of Hanoi to Hoa Lac to solve the problem of traffic connection.

Basically agreeing with the orientations and recommendations of NIC, the Prime Minister stated that in the coming time, it is necessary to continue to improve the system of facilities and infrastructure, consolidate the apparatus and organization of the Center; amend, supplement or issue a new decree to replace Decree 94 on mechanisms and preferential policies for NIC, in which agencies need to research and propose an operating model suitable for the Center, propose a priority policy framework to attract and retain human resources, coordinate with relevant agencies, etc.
The Prime Minister assigned the Ministry of Finance to coordinate with the Ministry of Planning and Investment to study and immediately establish an innovation fund. Along with that, agencies need to continue to consolidate, expand and promote the effectiveness of the Vietnam Innovation Network.
The Prime Minister suggested that after the inauguration of the new NIC facility, agencies continue to research and propose tasks and solutions to promote the development of the innovation ecosystem nationwide, facilitate and promote the activities of NIC as well as other innovation centers and innovation activities, programs and projects in general.
