Building high quality schools is an important solution
I agree with the regulation allowing the Hanoi government and related entities to invest in and build a system of public schools and high-quality educational facilities. Continuing to invest in and build a system of high-quality educational facilities is consistent with the requirements of the capital's educational development and Resolution 15-NQ/TW of the Politburo on the direction and tasks of the capital's development to 2030, with a vision to 2045, which states: "Improving the quality of comprehensive education and training, building the capital Hanoi into a truly large, representative center of the country in high-quality education and training, adapting to the process of national digital transformation, innovation and international integration".
Therefore, continuing to invest in and build a high-quality educational system is one of the important solutions to contribute to realizing the requirements of Resolution 15-NQ/TW of the Politburo.
In addition, the construction of a high-quality educational system is not a completely new regulation, in fact, this is a continuation and inheritance of the 2012 Capital Law in Clause 3, Article 12. The practical implementation of regulations on high-quality educational facilities in Hanoi in recent times has also produced good results, receiving the support of the people. However, I think it is necessary to consider the level of investment in high-quality schools, the subjects who can study at this school, and should note whether only Hanoians can study at this school, and whether other localities can send students to study there?
In addition, to enjoy the incentives in Article 43 on multi-level educational institutions, the regulations in Article 13 must also be multi-level and high-quality educational institutions, not just any multi-level educational institution that enjoys the incentives as in Article 43.

Assessing the impact of the high-quality educational institution model
In practice, the implementation of the model of high-quality public schools with high tuition fees is also a concern for many voters in Hanoi. The model of high-quality educational institutions is being implemented mainly in the form of providing high-quality educational services, the tuition fee for high-quality public educational institutions in Hanoi for the 2023-2024 school year is 56 million VND/student/month, not including other contributions.
Many quality public schools are currently planning to establish high-quality schools. Many parents are worried about high tuition fees while their family's financial situation is not guaranteed and are confused because they do not know which school to transfer their children to.
Special policies when investing in expansion, building many high-quality schools, high tuition fees in implementation, if not careful, can lead to educational stratification, high-quality schools are only for children of well-off families, leading to inequality, creating pressure for learners and the people.
Many experts also believe that general education must be comprehensive and equal in the public school system, and there should be no stratification because the goal of public education is to create balanced enjoyment in education.
The implementation of the high-quality public school model with high tuition fees will not encourage the development of the private sector. Accordingly, there needs to be stronger and more special mechanisms and policies to promote the socialization of education, create a space for equal development between public and private sectors, and private schools must be provided with special high-quality services as stated in the Education Law.
