The National Assembly will oversee the development of social housing.

The majority of National Assembly deputies agreed to monitor the development of social housing because this is an urgent issue that needs to be resolved soon.

On the afternoon of June 8, the National Assembly passed a Resolution on the National Assembly's Supervision Program in 2024. One of the two highest supervision contents is the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023 and related periods before and after.

Explaining the selection of this topic, the National Assembly Standing Committee said that this is an urgent issue that has arisen in practice, and that it is necessary to strengthen supervision to detect difficulties and obstacles in the implementation process and propose feasible solutions. After consulting, 68.83% of delegates agreed to include this content in the supervision program.

In the report on the reception, Secretary General of the National Assembly Bui Van Cuong said that there were opinions suggesting that this topic should focus more on the development and management of social housing. Reality shows that this issue still has many shortcomings that need to be clearly defined, especially regarding the support policy system to reach the right beneficiaries and limit profiteering. The National Assembly Standing Committee said that it will base on the actual situation to direct the determination of the focus and key points of the topic when developing a detailed plan for the Supervisory Delegation.

Previously, delegate Le Thanh Hoan (in charge of the Law Committee) assessed that the social housing construction plan was not good; accommodation for people, especially policy beneficiaries, was still far from the set goals and needs. "There are places where social housing is built but no one registers to buy, while many places are too crowded. There are also different opinions on how to determine the cases of social housing buyers," said Mr. Hoan.

Delegates suggested that the National Assembly's supervision should focus on answering the following questions: Who is living in social housing? Which organizations provide social housing? What has been the current status of social housing management and use in recent times? What are the goals and significance of the policy and what results have been achieved?

In addition to the above content, the National Assembly also decided to supervise the implementation of Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023.

These projects include: Long Thanh airport; the North-South expressway in the East phase 2017-2020 and 2021-2025; Ring Road 4 - Hanoi Capital Region; Ring Road 3 Ho Chi Minh City; Khanh Hoa - Buon Ma Thuot expressway phase 1; Bien Hoa - Vung Tau expressway phase 1; Chau Doc - Can Tho - Soc Trang expressway phase 1.

The two topics supervised by the National Assembly Standing Committee include "implementation of policies and laws on public service units from the issuance of Resolution No. 19 of the 7th Central Committee to the end of 2023" and "implementation of policies and laws on ensuring traffic order and safety from 2009 to the end of 2023".

Supreme supervision is the National Assembly's monitoring, review, and assessment of the activities of agencies, organizations, and individuals subject to supervision in complying with the Constitution, laws, and resolutions of the National Assembly and handling them according to its authority or requesting competent authorities to handle them.
