In a document sent to the People's Committees of provinces and cities, the Ministry of Construction requested localities to urge investors to focus maximum resources to complete social housing projects in 2025.
At the National Conference on removing difficulties and promoting social housing development held in early March 2025, the Prime Minister assigned the Ministry of Construction to inspect the implementation of social housing development targets in localities.
To ensure effective inspection work, the Ministry of Construction requested the People's Committees of provinces and cities to seriously implement the Prime Minister's instructions at the conference, regularly direct and urge investors of licensed social housing projects to start construction, focus maximum resources on construction, and complete the project soon in 2025.

At the same time, the Ministry of Construction also requested localities to review the 20% land fund for social housing in commercial housing projects, speed up investment approval procedures and select suitable investors.
For commercial housing projects and urban areas that have been approved to hand over land funds for social housing construction, localities need to consider adjusting the investment policy approval documents and assign the investors of the commercial housing projects to directly build social housing. Notably, the procedures for commencement of construction must be committed to be completed within 12 months.
In addition, localities are also required to urgently complete procedures to approve investment policies and select investors for social housing land funds already in the planning.
The Ministry of Construction also emphasized the requirement to strictly implement regulations on land funds for workers' accommodation in industrial parks and at least 20% of residential land funds in commercial housing projects and urban areas to develop social housing in accordance with legal regulations.
Regarding the social housing development targets of localities, according to Decision 444 dated February 27, 2025 of the Prime Minister, in 2025, Hanoi will have to implement 4,670 units, Ho Chi Minh City 2,874 units, Hai Phong 10,158 units, Da Nang 1,500 units, Can Tho 1,139 units...
To boost supply, the Ministry of Construction is in the process of developing a draft Resolution to pilot a number of specific mechanisms and policies for social housing development.
Notably, the Ministry has proposed to increase the profit margin for investors from 10% to a maximum of 13% of the total project construction cost. Investors will base this profit margin on the price list for selling, leasing and renting social housing.
The new profit rate will apply to all social housing projects and housing for the armed forces, built on public land and 20% land fund of commercial housing projects. In addition, this policy also applies to completed social housing projects but the State management agency has not yet approved the selling, rental and hire-purchase prices.
