Ministry of Construction sets up inspection team for social housing

(Dan Tri) - The Ministry of Construction will organize working groups led by the Ministry's leaders to inspect and urge the completion of assigned social housing targets.

In a document recently sent to provinces and cities across the country, the Ministry of Construction said that inspection teams will urge localities to request social housing project investors to focus resources and be determined to complete projects that have started this year. The Ministry requested the People's Committees of provinces and cities to organize the implementation of the instructions and tasks assigned by the Prime Minister in the conclusion of the national conference on social housing.

Specifically, localities regularly direct and urge investors of social housing projects that have been licensed, started construction, and focused maximum resources on construction, completing the project early this year. For projects that have started construction, localities must urge project investors to focus resources on implementation, determined to complete this year.

The Ministry of Construction also requested localities to review the 20% land fund reserved for social housing construction in commercial housing projects and social housing projects that have been approved for investment policy, select investors and require investors to complete procedures to start construction of social housing this year.

For commercial housing projects and urban areas that have been approved in principle to hand over land funds for social housing construction to the State for use in order to assign other organizations to invest in social housing construction but have not yet implemented the handover, the investment policy approval document shall be considered to be adjusted and the investor of that commercial housing project shall be assigned to directly invest in social housing construction with a commitment to complete procedures to commence construction within 12 months.

Localities quickly complete procedures to approve investment policies and select investors for social housing land funds already in the planning. At the same time, localities continue to review and supplement urban planning and industrial park planning, ensuring that enough land is reserved for social housing development, including worker accommodation and housing for the people's armed forces...

Regarding the social housing development targets of localities, according to Decision 444 of the Prime Minister, the number of social housing that localities must complete this year is as follows: Hanoi 4,670 units, Ho Chi Minh City 2,874 units, Hai Phong 10,158 units, Da Nang 1,500 units, Can Tho 1,139 units, Bac Giang 5,243 units, Ha Nam 3,361 units, Bac Ninh 10,686 units, Thanh Hoa 5,249 units, Khanh Hoa 2,496 units, Ba Ria Vung Tau 1,919 units, Dong Nai 2,608 units, Binh Duong 8,247 units, Long An 2,000 units...

According to statistics from the Ministry of Construction, from 2021 to present, provinces and cities across the country have completed investment in 103 social housing projects, with a construction scale of 66,755 apartments.

In 2024 alone, the whole country will complete construction of 28 projects with a construction scale of 21,874 apartments, an increase of 58% compared to 2023.

Places with a higher number of completed social housing units than the target in the Government's Project to build 1 million apartments as of the beginning of this year include: Khanh Hoa 3,364 units, An Giang 1,809 units, Binh Dinh 4,427 units, Hanoi 11,334 units, Bac Ninh 7,020 units.

Some places have completed social housing much lower than the target in the project: Ho Chi Minh City 2,745 units, Binh Phuoc 350 units, Binh Duong 2,045 units, Quang Ninh 412 units.
