To quickly put the Law into practice, the National Assembly Chairman requested the Government to allocate resources, immediately prepare conditions to ensure, issue and implement specific plans; promptly develop, issue according to authority and direct ministries and ministerial-level agencies to issue detailed regulations; guide the transition in accordance with regulations, ensuring the legitimate rights and interests of the State, people and enterprises; focus on promoting administrative procedure reform on land, completing the construction of a digital database and a national land information system that is centralized, unified, multi-purpose and interconnected; perfect the state land management apparatus to ensure streamlining, effectiveness and efficiency; eliminate intermediaries, implement decentralization and delegation of power according to the provisions of the Law, and at the same time strengthen inspection, examination and control of power; effectively resolve in practice existing problems and difficulties related to land management and use, the land use rights market and the real estate market in general.

The National Assembly reviewed, decided according to a shortened procedure and unanimously passed the Resolution on a number of specific mechanisms and policies to implement national target programs.
