National Assembly Chairman Vuong Dinh Hue delivered a closing speech at the 5th extraordinary session.

In his closing speech, National Assembly Chairman Vuong Dinh Hue emphasized that after 3.5 days of urgent, serious, scientific, democratic, responsible work and high consensus, the 5th Extraordinary Session of the 15th National Assembly has completed all the contents of the proposed program. Summarizing some results of the Session, National Assembly Chairman Vuong Dinh Hue said. Firstly, the National Assembly passed the Land Law (amended), completing one of the most important legislative tasks of the 15th National Assembly term in accordance with the 2013 Constitution, the Party's policies and guidelines, directly the Resolution of the 13th National Party Congress and Resolution No. 18-NQ/TW dated June 16, 2022 of the 5th Conference of the 13th Party Central Committee. The passage of the Land Law (amended) at this Session, together with the Housing Law (amended), the Real Estate Business Law (amended) at the 6th Session and taking effect simultaneously from January 1, 2025, has met the requirements of synchronously perfecting policies and laws on land management and use in accordance with the institutions for developing a socialist-oriented market economy, so that land resources are managed, exploited, and used economically, sustainably, and with the highest efficiency. The National Assembly Chairman said that this is the result of a process of close coordination, careful, thorough, scientific, early, and remote preparation, with great efforts and determination of the National Assembly Standing Committee, the Government, the Vietnam Fatherland Front, the National Assembly agencies, National Assembly deputies, relevant agencies and organizations; mobilizing all resources with a truly receptive, listening, and democratic spirit; Maximize the wisdom and contributions of experts, scientists, the business community, voters and people nationwide; is a valuable lesson in innovation of thinking, working methods, and drastic actions to continue improving the quality and effectiveness of legislative work as well as other decisions of the National Assembly. The National Assembly Chairman requested the Government to allocate resources, immediately prepare conditions to ensure, promulgate and implement specific plans to quickly put the Law into practice. Urgently develop, promulgate according to authority and direct ministries and ministerial-level agencies to promulgate detailed regulations; guide the transition in accordance with regulations, ensuring the rights and legitimate interests of the State, people and businesses. Second, the National Assembly considers and passes the Law on Credit Institutions (amended). With the revised and supplemented contents being very fundamental, comprehensive and synchronous, the Law on Credit Institutions will contribute to the timely institutionalization of the Party's policies and guidelines, perfecting the institutions in the banking sector in accordance with the principles of a socialist-oriented market, meeting the requirements of restructuring the system of commercial banks and credit institutions, ensuring the safety, soundness, stability and sustainability of the system. Thereby, enhancing publicity, transparency, conformity with common international standards and practices; perfecting the legal basis for handling bad debts, cross-ownership, promoting the application of science and technology, especially digital technology in the banking sector and developing modern banking products and services with high added value; enhancing the financial capacity, management and operational quality of the credit institution system; clearly defining the authority and enhancing the responsibility of state management agencies at all levels; Improve the capacity, quality and effectiveness of inspection, examination and supervision of credit institution activities... The National Assembly Chairman requested the Government to focus on organizing, thoroughly grasping, propagating and disseminating the contents of the Law and detailed implementing documents; urgently study and continue to propose to perfect the law on the State Bank, the law on deposit insurance and related laws to create a synchronous legal basis for implementing the provisions of the Law on Credit Institutions (amended).

The National Assembly Chairman requested the Government to continue reviewing, amending and supplementing relevant documents to ensure consistency and unity with this Resolution; urgently allocate resources, strengthen decentralization and reasonable delegation of power between the Central and local levels, create favorable conditions for ministries, branches and localities to accelerate the implementation progress, and complete the objectives of the Programs as required. Fourthly , the National Assembly considers and decides on financial and budgetary issues, allowing the allocation and use of nearly 64,000 billion VND for tasks and projects in 05 areas: national defense, security, state management, science and technology and transportation, of which nearly 58,000 billion VND is reserved for 32 key transportation projects. Along with the important national projects that the National Assembly decided to invest in at the beginning of the term and the Resolution on piloting a number of specific policies on investment in road construction approved by the National Assembly at the recent 6th Session, the financial and budgetary issues decided by the National Assembly at this Session are an important premise to accelerate the progress of implementing key projects and works, promoting the development of a synchronous and modern strategic infrastructure system, especially the system of highways, coastal roads, airports, and regional connectivity projects, contributing to the completion of the goal of having more than 3,000 km of highways by 2025. National Assembly Chairman Vuong Dinh Hue emphasized that the 5th Extraordinary Session has completed the set goals and was a great success. 2024 is a year of special significance in implementing the Resolution of the 13th National Party Congress, the 5-year socio-economic development plan for 2021-2025 and towards the 14th National Party Congress. From the success of the first session in the new year 2024, National Assembly Chairman Vuong Dinh Hue proposed that the National Assembly continue to promote the spirit of "proactive legislation, effective supervision, timely decisions, and breakthrough development", to join the Government and agencies in the political system to successfully carry out the socio-economic development tasks in 2024 and the 2021-2025 period, bringing the country to rapid and sustainable development.
