Limit the spread

Small-scale pig farming; pig farms that do not ensure biosafety; residual pathogens, and old outbreaks are the reasons why African swine fever is spreading in 6 localities of Thang Binh, Dai Loc, Hiep Duc, Que Son, Tien Phuoc, and Dong Giang.

Thang Binh alone has announced African swine fever in 6 communes: Binh Tu, Binh Giang, Binh Lanh, Binh Chanh, Binh Dinh Nam and Binh Dinh Bac; other localities have scattered outbreaks of the disease.

Ms. Tra Thi Ly (Chau Xuan village, Binh Dinh Nam commune) said that her pigs had been fully vaccinated and her family had taken good care of them, but they still got infected with African swine fever and died. At first, the pigs stopped eating, their bodies turned red, and then turned purple when they died.

Mr. Nguyen Van Viet - Chairman of Binh Dinh Nam Commune People's Committee said that up to now, the whole commune has 9 pigs dead due to African swine fever in Chau Xuan and An Loc villages.

In recent days, the local government has coordinated with the district's functional departments to test pigs and announce the epidemic. The commune People's Committee has established a working group and assigned checkpoints in the area to prevent the transport of sick pigs outside. Commune veterinary staff sprayed poison, disinfected and destroyed the dead pigs.

"We invite households that slaughter and trade commercial pork in the area to provide information about the disease and require compliance with the regulation that pigs can only be slaughtered when they test negative for African swine fever," said Mr. Viet.

Mr. Nguyen Van Huy - Vice Chairman of the People's Committee of Thang Binh district said that to avoid the risk of disease outbreaks, all 22 communes and towns in the district are seriously monitoring disease outbreaks in pigs to promptly detect and handle new outbreaks; organizing the destruction of diseased pigs and handling outbreaks according to the instructions of specialized agencies.

In localities, authorities will inspect and strictly handle cases of dumping dead pigs into the environment, causing pollution and spreading disease. At the same time, they will review, compile statistics, make lists and resolutely not support livestock farms that re-herd in violation of regulations.

“We assign the Department of Agriculture and Rural Development to coordinate with the District Agricultural Technical Center to direct localities in epidemic areas, threatened areas and buffer zones to strictly implement the provisions of the Veterinary Law and fully apply measures to prevent and control African swine fever,” said Mr. Huy.

The outbreak and rapid spread of African swine fever in the province is primarily due to the subjective mentality of farmers and the failure to implement disease prevention measures. There are still cases of hiding the disease, bringing sick pigs to the market to sell, and detecting sick pigs but not reporting to the authorities.

Meanwhile, in the province, the slaughter and consumption of pork has not been well managed. In many localities, there is a situation of spontaneous and fragmented pig slaughter, not taking pigs to centralized slaughterhouses according to regulations.

Market control

According to observations on March 28, localities in the province traded pork normally. At Tam Ky market - a locality that has not had African swine fever, consumers still bought pork for use.

Traders said that pork sellers at Tam Ky market always follow the regulations, all meat being sold has been stamped with quarantine after being slaughtered centrally in Truong Xuan ward.

Ms. Hoang Thi Kim Yen - Head of the Department of Animal Husbandry and Veterinary Medicine said that the unit is coordinating with localities to urgently inspect, monitor, and urge the implementation of measures to prevent African swine fever, not allowing the disease to spread.

The Department proactively exports and supplies chemicals from the province's reserve to handle outbreaks. The Department of Animal Husbandry and Veterinary Medicine also closely coordinates with the provincial Market Management Department to prevent the spread and outbreak of African swine fever due to trading, transporting, and consuming infected pigs, smuggled pigs, and pigs of unknown origin.

Mr. Luong Viet Tinh - Director of the Quang Nam Market Management Department said that he is coordinating with the Department of Industry and Trade, agencies and localities to closely monitor the situation and supply and demand of pork and pork products to have a plan to ensure supply and demand balance and stabilize the market.

According to Mr. Tinh, the market management sector is closely monitoring pork imports, especially from countries and territories where African swine fever has been detected, to control and prevent the spread of the disease.

“The market management sector is implementing the dual goal of preventing African swine fever without affecting the market supply and demand situation for uninfected pork.

We direct market management forces in 18 districts, towns and cities to control pork circulation, promptly detect and strictly handle cases of illegal transportation and trading of pork that has not been quarantined and of unknown origin," said Mr. Tinh.
