Quang Binh calls for investment in the expanded Bac Dong Hoi Industrial Park

On November 24, the Quang Binh Economic Zone Management Board announced that it had issued a notice inviting interested investors to propose investment projects in the expanded Bac Dong Hoi Industrial Park.

According to the Quang Binh Economic Zone Management Board, the expanded Bac Dong Hoi Industrial Park is located in Bac Ly Ward and Loc Ninh Commune, Dong Hoi City, Quang Binh Province. The industrial park is located in the Northwest of Dong Hoi City, adjacent to National Highway 1A (Dong Hoi City bypass); about 1.5 km from Ho Chi Minh Road; about 3 km from Dong Hoi Railway Station; about 3.5 km from Dong Hoi Airport, about 60 km from Hon La deep-water seaport.

In terms of scale, the area of the detailed planning for the expansion of the industrial park has an area of 45.6 hectares. Of which, industrial land (for building factories and enterprises) is 32.1 hectares; land for parks, trees, and flower gardens is 7.4 hectares; land for parking lots is 0.2 hectares; land for technical infrastructure is 0.1 hectares; and land for traffic is 5.8 hectares.

The Bac Dong Hoi Industrial Park expansion has been approved by the People's Committee of Quang Binh province for the detailed planning at a scale of 1/500 in Decision No. 4599/QD-UBND dated December 4, 2020.

In which, the land for building factories and enterprises has a toxicity level from level III-V; maximum construction density is 70%, maximum height is 5 floors (except for the height of production lines and technological equipment which is not controlled). The construction boundary is at least 6m back from the red line of the adjacent traffic road.

Mr. Nguyen Quoc Khanh, Deputy Head of the Quang Binh Economic Zone Management Board, said that the rental price for infrastructure at the Bac Dong Hoi Industrial Park expansion is 490.2 thousand VND/m2/50 years. Of which, the land clearance fee is 70.69 thousand VND/m2 and the investor is gradually deducted from the land rent payable to the state. The investor pays the entire amount at once before renting the land, based on the area according to the cadastral measurement of the land location where the project is implemented.

Regarding land rental price, the fixed price is 6.5 thousand VND/m2/year; management and operation cost of the industrial park is 3.4 thousand VND/m2/year; wastewater treatment fee is expected to be 10-15 thousand VND/m3.

According to Mr. Khanh, investors investing in Bac Dong Hoi Industrial Park will enjoy corporate income tax incentives according to Law No. 32/2013/QH13 amending and supplementing a number of articles of the Corporate Income Tax Law No. 14/2008/QH12 and Decree No. 218/2013/ND-CP detailing and guiding the implementation of the Corporate Income Tax Law. In particular, they will be exempted from tax for 2 years and have 50% of the tax payable reduced for the next 4 years.

Regarding land rent incentives, investors will be exempted from land rent and water surface rent during the basic construction period but not exceeding 3 years from the date of the land lease decision. In addition, there are import tax incentives according to relevant regulations.

The expanded Bac Dong Hoi Industrial Park has been invested with nearly 150 billion VND with a total area of over 50 hectares (of which 32 hectares are leased to businesses) according to the plan of using investment capital from the local budget, which will be repaid later. After 2 years of implementation, the industrial park has been completed with a synchronous and modern infrastructure system on a scale of over 50 hectares (of which 32 hectares are leased to businesses).

In order to attract investors, the Quang Binh Economic Zone Management Board has called for investment in a centralized wastewater treatment system in the North Dong Hoi and Northwest Dong Hoi Industrial Parks . This project is being implemented by An Thanh Consulting and Investment Company Limited (total investment of 15 billion VND, capacity of 600 m3/day and night) to meet the needs of investors as well as comply with the provisions of environmental protection law.
