On the afternoon of August 11, the Provincial People's Committee held a working session with the Working Delegation of the Ministry of Home Affairs led by Member of the Party Central Committee, Minister of Home Affairs Pham Thi Thanh Tra on the implementation of state management work of the Home Affairs sector in the province from 2021 to June 30, 2023.
Receiving and working with the delegation were Central Party Committee member, Provincial Party Secretary Nguyen Dinh Trung; Vice Chairman of the Provincial People's Committee Vo Van Canh and representatives of relevant departments, branches and sectors.

According to the report at the conference, the work of reorganizing the apparatus and streamlining the payroll in the province has been implemented according to the set tasks. From January 1, 2021 to June 30, 2023, after reviewing and rearranging public service units (PSUs), Dak Lak province has reduced 80 units; at the same time, the Chairman of the Provincial People's Committee has issued regulations, functions, tasks, powers and organizational structure of 18 PSUs, streamlining 8 focal points under the public service units. By June 30, 2023, the total number of PSUs in the province is 1,064; of which, there are 6 PSUs under the Provincial People's Committee, 129 PSUs under departments, branches and equivalents, and 929 PSUs under district-level People's Committees. The implementation of the autonomy mechanism and socialization of public services in local public service delivery units has accumulated to June 30, 2023, with 29 public service delivery units being assigned full financial autonomy; the rate of units implementing autonomy in some areas is quite high, such as health care and natural resources and environment. Through the arrangement of the organizational system and the assignment of autonomy to public service delivery units, the rate of reduction in regular expenditures to the state budget has decreased by 21.8% (VND 921 billion) compared to 2015.
The management and use of staffing levels of agencies and units are carried out in accordance with regulations. The work of streamlining civil servant staffing levels in administrative agencies from 2021 to 2023 will reduce 62 positions; as of May 15, 2023, the number of recruited civil servants is 2,866, with 89 positions waiting to be recruited; in public service units as of June 30, 2023, the number of civil servants present is 37,035 positions/37,374 positions, with 339 positions remaining unused.
Training, fostering, and creating human resources for agencies and units are regularly given attention; recruitment, selection of civil servants, public employees, appointments, transfers, rewards, etc. are made public, transparent, and implemented seriously, in accordance with procedures and legal regulations.
The implementation of the arrangement of administrative units in the period of 2023-2030 has been strongly led and directed. Based on the standards of natural area and population size as prescribed, there are 10 commune-level administrative units in the province that must be arranged; of which, in the period of 2023-2025, there are 4 units including 2 wards, 2 communes and in the period of 2026-2030, there are 6 units including 1 ward, 4 communes, and it is expected that 1 town will be adjusted.
Regarding administrative reform, as of June 14, 2023, the provincial administrative procedure settlement information system at https://dichvucong.daklak.gov.vn provided 1,580 administrative procedures; the rate of online public service deployment in the whole province reached 100% of administrative procedures eligible for full provision; received, updated, and resolved 1,171,528 records under the electronic one-stop mechanism.
At the conference, the Provincial People's Committee proposed a number of contents to the Working Group: Requesting the Ministry of Home Affairs to report to the Central Organizing Committee to consider adding about 1,000 classroom teachers to Dak Lak province for the 2023-2024 school year out of a total of 65,980 additional teacher positions for localities in the 2022-2026 period; promptly giving opinions to transfer 99 civil servant positions assigned to the Mass Mobilization Working Group to the Dak Lak Provincial Party Committee for management and use in accordance with legal regulations; assigning 137 additional positions of special associations to the province.

Speaking at the meeting, comrade Nguyen Dinh Trung said: In recent times, Dak Lak province has paid attention to and implemented many solutions to enhance the sense of responsibility in performing public duties of the team of cadres, civil servants and public employees of the province in conjunction with studying the ideology, morality and style of Ho Chi Minh. In the near future, the provincial leaders will organize a dialogue conference to promptly grasp the thoughts and aspirations of the team of cadres, civil servants and public employees of the province, thereby proposing specific solutions. Speaking at the meeting, comrade Pham Thi Thanh Tra acknowledged and highly appreciated the efforts and achievements of Dak Lak province. She suggested that in the coming time, the locality should focus on building a strategy for developing public human resources, considering this a core solution, especially for cadres and civil servants who are ethnic minorities; have strong enough mechanisms and policies to care for education; especially in ethnic minority areas. Pay attention to and focus on organizing the apparatus, reviewing, arranging and restructuring public service units, completing relevant resolutions of the Party and the Government with the view of ensuring quality, giving special priority to the quality of health care and education; reducing civil servants receiving salaries from the state budget, promoting autonomy in public service units. Advise the Politburo on building a system of job position projects of the province, aiming to serve salary reform, paying salaries according to job positions.
