Kinhtedothi - Discussing in groups about the implementation of the Capital Law 2024, delegates of the Hanoi People's Council expressed their approval of the additional income for cadres, civil servants and public employees; at the same time, they said that this is a content that has a great impact on cadres and civil servants in the capital.
On the afternoon of December 9, at the 20th Session, delegates of the Hanoi People's Council discussed in groups the following contents: Results of the implementation of socio-economic development tasks in 2024; Socio-economic development plan of the city in 2025; Local budget estimates and city-level budget allocation in 2025; Public investment plan in 2025 and adjustment of the 5-year medium-term public investment plan 2021-2025 at the city level; Draft resolutions on implementing the Law on the Capital.
Hanoi currently lacks more than 10,000 teachers.
Discussing in the group, delegate Tran The Cuong - Director of the Hanoi Department of Education and Training said that in the past year, with the strong leadership and direction of the city and the participation of all levels, sectors and the people of the capital, the city's socio-economic development has had many strong steps, and at the same time completed many major tasks. Notably, the Capital Law was passed, 2 Capital planning projects were completed and submitted to the Government, these are important legal bases for the development of the city in the coming time.
“The education sector in particular has been rewarded with policies and mechanisms in Article 22 of the Capital Law and is currently making efforts to specify regulations on joint ventures, partnerships as well as increasing teachers' income. The sector is also making efforts to transform digitally, forming a smart operating center to be able to operate educational activities throughout the city from this center,” said delegate Tran The Cuong.
According to Director of the Department of Education and Training Tran The Cuong, Hanoi has the largest educational scale in the country and the expectations and pressures are also very high. The efforts of the industry have met some of them, however, the teacher/class ratio is still low, Hanoi is currently short of more than 10,000 teachers. The city has now proposed solutions such as implementing the movement "Schools join hands to develop - teachers share responsibility", sending teachers from the inner city to the suburbs to improve the overall quality of education, gradually narrowing the gap in educational quality between units and schools in Hanoi.
In addition, some other solutions have also been effective in overcoming the shortage of teachers, such as establishing a teacher bank and recruiting teachers.
“It is expected that at this session of the People's Council, the regulations on bonus levels for teachers and students of Hanoi who achieve high results in city-level, national and international competitions will be considered and approved. This is expected to create a huge boost in improving the quality of education in Hanoi,” emphasized delegate Tran The Cuong.
Expectations of the Capital Law and 2 major planning projects
In 2024, Hanoi had a great victory when on June 28, 2024, the National Assembly passed the Capital Law, effective from January 1, 2025, and gave opinions on two major plans: the Master plan for the construction of the Capital until 2030 and vision to 2050; the project to adjust the Master plan for the construction of the Capital until 2045, vision to 2065. "The National Assembly has passed the Capital Law, and in the near future, two major plans will be approved - this is the basis to help Hanoi develop faster and stronger" - delegate Nguyen Ngoc Viet (My Duc district group) expressed his opinion.
Speaking at the discussion, delegate Duong Hoai Nam (Long Bien district group) said that the results of implementing socio-economic development tasks in 2024 under difficult conditions but achieving results, is a year of creation, the Capital Law 2024 was passed and the City People's Council implemented it specifically with 12 Resolutions that have a great impact on the immediate and long-term development of the Capital.
Regarding the implementation of the Capital Law, delegates expressed their approval of the increased income for cadres, civil servants and public employees; at the same time, they believed that this is a content that has a great impact on cadres, civil servants and public employees of the Capital. Because of the increased attention, the regime will increase the sense of responsibility, creating an exciting spirit among cadres and civil servants.
