Ensuring law enforcement on the Capital
The 2024 Law on the Capital stipulates the responsibilities of supervision, inspection and examination of the following agencies: The National Assembly conducts supreme supervision, the National Assembly Standing Committee, the National Council, the National Assembly Committees, the National Assembly delegations and National Assembly deputies supervise the implementation of the Law on the Capital (Article 48).
The Government guides, inspects and examines the implementation of the law on the Capital; handles violations according to the provisions of the law; directs ministries and ministerial-level agencies to coordinate with the Hanoi People's Committee to simplify and shorten internal procedures between agencies and administrative procedures, handle issues that have not been decentralized or delegated to the City; periodically organize a review of the implementation of the Law on the Capital every 3 years and report to the National Assembly (Article 49).
Ministries, ministerial-level agencies, and government agencies direct, guide, inspect, and examine the contents under the state management functions of their ministries and sectors; resolve within their authority or report to competent authorities to resolve issues arising in the process of organizing the implementation and monitoring the enforcement of laws related to sectors and fields; decide on decentralization and authorization for the Hanoi City government to perform tasks and powers other than those prescribed in the 2024 Capital Law (Article 50).
Provinces and centrally-run cities that have regional linkage and development activities with the Capital are responsible for coordinating, monitoring, and inspecting the implementation of regulations on regional linkage and development (Article 51).
Responsibilities of agencies, organizations and people of the capital (Article 52): People's Councils, People's Committees, and Chairmen of People's Committees at all levels of Hanoi City urge, inspect, examine and supervise the implementation of the provisions of the Law on the Capital 2024 within the scope of leadership and management and take responsibility for violations and weaknesses occurring in the work of construction, development, management and protection of the capital; be public, transparent, and enhance accountability in the process of implementing the provisions of the Law; ensure the rights of citizens, cadres, civil servants, public employees and workers to know, give opinions, decide and inspect and supervise the implementation of the provisions of the Law; organize and ensure the implementation of the law on the capital; decide on the city's issues within the scope of decentralization, delegation and authorization according to the provisions of the Law and other relevant legal provisions...
The Vietnam Fatherland Front Committees at all levels of Hanoi City and its member organizations supervise the implementation of policies and regulations of the Capital Law 2024 and documents guiding its implementation; provide social criticism on legal documents that the Law assigns the People's Council and People's Committee of Hanoi City to promulgate.
Officials, civil servants and public employees of the Capital must constantly study, practice and improve their qualifications and capacity to meet the requirements of their tasks; be exemplary in performing assigned tasks and powers; guide and create conditions for people to properly comply with the provisions of the law.
The people of the Capital have the responsibility to strictly comply with the law, actively participate in building the government, a civilized and elegant lifestyle, and maintain security, order, and social safety of the Capital.
Towards developing a civilized and modern capital
According to National Assembly delegate Hoang Van Cuong (National Assembly Delegation of Hanoi), the development of the Capital must aim at the criteria of a civilized, modern Capital and require higher standards and regulations than the general standards of the whole country. The architectural works of the Capital must have cultural and historical significance; create spaces to gather the characteristics of the regions present in the Capital. The comprehensive management of the development of the entire territorial space of the Capital must follow the management standards of a special urban area, including the central urban area and rural areas of the outer urban areas according to the model of a City belonging to the Capital.
Meanwhile, Master-Architect Le Hoang Phuong - Director of the Hanoi Center for Architecture and Planning (National Institute of Urban and Rural Planning, Ministry of Construction) said that the implementation of the Capital Law 2024 needs to be associated with a drastic action program, with specific effectiveness in each stage, with consensus and creativity in the implementation process, which will soon materialize long-term development visions, making the capital Hanoi a leading center and driving force for national development, with the capacity to compete with the capitals of developed countries.
Adjusting the Master Plan of Hanoi Capital to 2045, with a vision to 2065, continues to implement the sustainable development goals identified in the resolutions of the Central Committee, the direction of the National Assembly, the Government and the programs and projects approved by the Prime Minister. The vision to 2065 is a "Cultured - Civilized - Modern" City; a center and driving force for the development of the Red River Delta, the key economic region of the North and the whole country; a globally connected city with a high standard of living and quality of life; comprehensive, unique and harmonious economic, cultural and social development; typical of the whole country; with a development level on par with the capitals of developed countries in the region and the world.
Along with the system of national planning, national sector planning, and regional planning assigned by the Prime Minister to central ministries and branches to establish and approve, Hanoi City has simultaneously implemented: the Capital Law 2024, the Capital Planning for the period 2021 - 2030, vision to 2050 and Adjustment of the Hanoi Capital Master Plan to 2045, vision to 2065, along with strategic programs and projects, creating an important legal toolkit, orienting for breakthrough development in the short term and sustainable development in the long term.
Implementing the Capital Law 2024, there needs to be breakthrough programs, focusing on implementing planning and developing regional linkages. Specifically, building and developing the capital Hanoi into a globally connected city, on par with the capitals of developed countries in the region and the world in terms of economic development capacity, research and implementation level, cultural development, good living conditions, urban environment and accessibility and use of public transport.
According to Master-Architect Le Hoang Phuong, Hanoi needs to approach new trends in green development, circular development, adaptive development and sustainable development to identify solutions for spatial planning, social infrastructure development, technical infrastructure and improving the quality of the urban environment. Renovate existing spaces and infrastructure in the inner city to meet the requirements and conditions of international cooperation and global connectivity such as international traffic infrastructure space; event organization infrastructure (conferences, exhibitions, forums, accommodation facilities, security, communications)... Develop new infrastructure in expanded urban areas, satellite cities, especially the area north of the Red River in Dong Anh, Me Linh, Soc Son with modern infrastructure, international standards.
Along with that, it is necessary to focus on building Hanoi into a major center of economy, culture, education and training, science, technology and international integration; a smart, modern, green, clean, beautiful, secure and safe urban area; truly a center of convergence and cultural crystallization of the whole country, a center of creative culture; preserving and promoting the values of tangible and intangible cultural heritage, valuable relics and architectural works, focusing on world heritages and national relics, highlighting the national sacred nature and being a place where the quintessence of national culture converges.
Developing Hanoi into an economic driving force: unblocking, mobilizing and effectively using resources from land and natural resources. Prioritizing investment and development of target programs and key projects, especially socio-economic infrastructure projects serving the whole region; promoting digital transformation, developing digital infrastructure, digital economy, digital society, transport infrastructure, smart cities, to be at the forefront of new development trends.
