In recent years, the district's economy has grown quite well, significantly changing the appearance of urban and rural areas, and improving people's lives. The agricultural and forestry sectors continue to shift towards concentrated commodity production; building effective economic models associated with OCOP product chains; reducing the area of ineffective food crops to develop fruit trees with high economic value; applying scientific and technological advances to production.
Economic structure shifts positively
2023 is a year of special importance for Phu Yen district, a pivotal year for implementing the Resolution of the 13th National Party Congress, the Resolution of the 17th Provincial Party Congress and the 5-year Socio-Economic Development Plan 2021-2025, creating momentum for the following years to successfully implement the 5-year Socio-Economic Development Plan 2021-2025.
After more than 2 years of implementing the resolution, the people of all ethnic groups in Phu Yen district have joined hands with the Party Committee and the Government to always uphold the spirit of solidarity and democracy, promote advantages, overcome all difficulties and challenges to successfully implement the targets set out in the Resolution of the 20th Congress of Delegates.
The economic structure has shifted positively, the quality, efficiency and competitiveness of industries and sectors have been gradually improved; focusing on removing difficulties, promoting production and business; agricultural production has changed positively, focusing on applying high technology, agricultural production according to VietGAP standards; state budget revenue has met and exceeded the set target.
The district has synchronously implemented many solutions to mobilize internal resources, attract and effectively use investment resources; infrastructure has been invested in construction and developed relatively synchronously, contributing to the renewal of urban and rural areas; Education and Training have developed quite comprehensively at all levels; the work of protecting and taking care of people's health has been given attention; culture and society have made much progress; social security policies, hunger eradication and poverty reduction have been well implemented.

In addition, national defense and security were maintained, the national defense posture and people's security continued to be consolidated; crimes and social evils were controlled; foreign affairs activities were strengthened and expanded in accordance with the Party and State's policies in the new situation; Party building and consolidation of the political system were given importance and had many positive changes; People of all ethnic groups in the district always trust the Party's policies and guidelines, and the State's policies and laws.
Currently, there are 173 enterprises and cooperatives (127 enterprises, 46 cooperatives) operating in the district. In the 2 years of 2021-2022 and the first 6 months of 2023, 37 enterprises and cooperatives were newly established (11 enterprises, 16 cooperatives), exceeding the Resolution by 15.6%. By the end of 2025, 07 more enterprises and cooperatives will be developed; 100 units will be maintained; The total number of newly established enterprises and cooperatives in the period is expected to be 44, exceeding the Resolution by 37.5%.
In the period of 2021-2023, Phu Yen has 3 more communes meeting the New Rural standards. In 2023, 1 village will meet the model new rural standards. Thus, by the end of 2023, 3 new communes will have met the standards, bringing the total number of communes meeting the standards to 10 communes and 1 village meeting the model new rural standards.
Currently, in the whole district, there are 39/67 schools that meet national standards. Thus, in the 3 years of 2021, 2022, 2023, Phu Yen district has built 11 schools that meet the standards, reaching 78.5% compared to the Resolution.
In order to promote investment attraction, the District People's Committee always actively supports investors to learn about investment opportunities and carry out project implementation procedures, and participate in investment promotion activities.
The district continues to implement policies to call for and attract investment, creating favorable conditions for investors to implement projects in the area. In the period of 2021-2023, about 20 investors were interested in surveying to make investment proposals for projects in the area.
At the same time, the district focuses on fully and promptly implementing social security policies such as: Poverty reduction programs, loans for production development, interest rate support loans, credit programs for poor students and policy beneficiaries; organizing gift giving for policy families, meritorious people and social protection beneficiaries on the occasion of Lunar New Year, War Invalids and Martyrs Day (July 27); paying regular and ad hoc allowances to policy beneficiaries; organizing and implementing the Vocational Training Plan for rural workers.

Regarding tourism, Phu Yen district possesses many favorable conditions and potentials for Phu Yen to build a socio-economic development project associated with tourism development. The district is rich in cultural traditions with valuable tangible and intangible cultural heritages. Of which, there are 4 historical and cultural relics ranked as provincial historical relics, namely Mo village post, Quang Huy commune, Nhot village forest, Gia Phu commune, also known as "Ong Giap forest"; Chu village communal house, Chieng village, Quang Huy commune; Lung Lo pass, Muong Coi commune. Regarding intangible culture, there are Xip Xi festival; Moi festival; Cap Sac festival...
In addition to its unique cultural values, Phu Yen also has many beautiful natural landscapes such as: Suoi Chieu Lake, Noong Cop pine hill, Noong Bua Lake; General Vo Nguyen Giap forest; Da River Lake.
To develop tourism, the district has focused on directing and mobilizing resources to promote the construction and development of strong tourism products, aiming to be recognized as meeting standards; perfecting experience models and putting them into service to welcome guests; maintaining the organization of cultural events, festivals, and sports; focusing on promoting propaganda, advertising, and building the Phu Yen tourism brand to promote and introduce the image, land, and people in many forms; promoting socialization, encouraging and attracting businesses to participate in training tourism human resources and investing resources in potential tourist areas.
Focus on breakthroughs
During the 2020-2025 term, Phu Yen district determined to focus on expanding the development of industrial clusters, developing high-tech agriculture, organic agriculture, strongly developing tourism associated with preserving and promoting traditional cultural values of ethnic groups, building new rural areas; striving to build Phu Yen into a fairly developed district of the province.
To achieve these goals, the district focuses on breakthroughs such as: Developing human resources in industries suitable for the district's economic restructuring and industries with strengths. Expanding organic commodity production, focusing on the district's strong agricultural products (such as Phu Yen oranges, Phu Yen rice, Phu Yen garlic); developing livestock, medicinal plants, afforestation, forest protection, and aquaculture. The district strives to have 10 or more products recognized as OCOP.
Focus on developing key programs and projects of the district; inter-commune, commune-to-village, inter-village and intra-village traffic routes; attract investment to expand industrial clusters (focusing on Phu Yen Garment Factory, Ngoc Ha Leather Shoe Factory). Strive to have over 10 projects with new investors by 2025.

Regarding investment attraction orientation, the district promotes investment attraction in the fields of: Hydropower, mining, production and processing of agricultural, forestry and fishery products.
Prioritize projects applying advanced, modern, and environmentally friendly technology in production, focusing on the district's key strengths to create productive and quality products. Focus on expanding Quang Huy Industrial Cluster to expand the shoe workshop of Ngoc Ha Shoe Factory, Facility 2; expand the second phase of the sewing workshop at Gia Phu Industrial Cluster, attracting local workers.
Accompanying investors, the district will create the best conditions for businesses to participate in learning, researching and building production factories.
Promote administrative procedure reform, simplify and publicize investment processes, implement one-stop and one-stop mechanisms at agencies and units. Review and adjust sectoral development plans, socio-economic development plans and publicize plans according to regulations, creating a basis for attracting investment.
With determination, effort and unity, there is reason to believe that the district will successfully implement the Resolution of the 20th District Party Congress, strive to build Phu Yen into a fairly developed district of the province, together with other districts and cities to build Son La province to develop greenly, quickly and sustainably.
