The National Assembly has just voted to pass the Resolution of the 7th session of the 15th National Assembly. One of the contents of the resolution is to increase the basic salary from 1.8 million VND/month to 2.34 million VND/month (an increase of 30%) from July 1, 2024.
Because the basic salary increased by 30%, salaries, allowances and subsidies also increased significantly.
Decree 33/2023/ND-CP of the Government stipulates that part-time workers in villages will receive monthly allowances.
However, this allowance only applies to no more than 3 positions including Party cell secretary, village chief, residential group leader, and Head of the Front Work Committee.
Accordingly, villages with 350 households or more; residential groups with 500 households or more; villages and residential groups belonging to key commune-level administrative units with complicated security and order issues according to decisions of competent authorities; villages and residential groups belonging to commune-level administrative units in border and island areas are allocated an allowance fund equal to 6 times the basic salary.
Thus, the allowance from July 1 in this case is 6 x 2.34 million VND/month = 14.04 million VND/month.
In case a village with 350 or more households is converted into a residential group due to the establishment of a commune-level urban administrative unit, the allowance fund shall be kept at a level equal to 6 times the basic salary, equivalent to 14.04 million VND/month.
For villages and residential groups not subject to regulations, the allowance fund is allocated at 4.5 times the basic salary, equivalent to 10.53 million VND/month.
In case a part-time worker at the commune, village or residential group level concurrently performs the duties of another part-time worker at the commune, village or residential group level, he/she shall receive a part-time allowance equal to 100% of the allowance prescribed for the part-time position.
Thus, the allowance level of non-professional people in villages, including village chiefs and residential group leaders, increased, with the highest increase reaching 3.24 million VND.
The above lump sum will be calculated for no more than 3 positions, so the subsidy for village chiefs will also increase from July 1.
However, the specific benefits for each position will be implemented based on: The allowance fund assigned to each village and residential group; the budget source for salary reform; and the specific situation of each village.
Through that, the People's Committee submitted to the Provincial People's Council to stipulate the allowance level for each non-professional position at the village level, including village chief and residential group leader.
