According to the report at the meeting, many weather conditions, such as strong cold air, high-altitude wind disturbances and the wind-blocking terrain of the Truong Son mountain range... are the causes of especially heavy rain in the Central region in recent days.
From the night of November 12 to the early morning of November 16, the area from Ha Tinh to Phu Yen recorded rainfall of 600-1,100 mm, in some places over 1,300 mm, causing 5 deaths and missing; more than 20,000 houses were flooded; and considerable damage to livestock and crops.
In Thua Thien Hue province, there was heavy rain, very heavy rain over a large area, lasting for a long time, in some places over 1,300 mm, causing the water level on Huong River and Bo River to peak on the evening of November 15.
Floods in Thua Thien Hue province have left one person dead and one missing after a boat capsized in Hue city; two people were injured by a landslide in Huong Tra town.
Previously, at 4:00 a.m. on November 13, fishing boat BD-94404-TS, about 6.3 nautical miles off the coast of Phu Loc, had engine failure and its anchor rope broke, with two crew members missing on deck.
Upon receiving the news, the Border Guard Command of Thua Thien Hue province directed the coastal border posts to conduct the search, and the Thua Thien Hue Maritime Port Authority coordinated the search and rescue. At 1:45 p.m. on November 13, the Hoang Sa 126 ship rescued two crew members, 8-10 nautical miles from Chan May port. Heavy rain, occurring in a short period of time, also flooded about 85% of the roads of 36 wards and communes in Hue City, and many sections of national and provincial highways, with the deepest point being 1.5 m.
In that situation, the Department of Education and Training has notified the leaders of the Department of Education and Training, the Center for Vocational Education and Continuing Education and the principals of the schools under the Department based on the actual situation in the locality, to proactively notify students to stop going to school from Wednesday, November 15. Thua Thien Hue Electricity Company has cut off 28% of the province's power grid, of which 100% of the power grid in the northern wards of the city and 90% on the southern bank have been cut off in Hue City. By 12:00 on November 16, 40% of the cut-off power grid had been restored, and 90-100% is expected to be restored by the morning of November 17 if the water does not rise again.
The electricity industry has a plan to ensure power supply, giving priority to agencies that direct, command, forecast, warn of natural disasters, search and rescue, medical facilities, hospitals, and domestic water supply plants.
Thua Thien Hue still maintains the operation of the airport and road traffic routes to ensure the travel needs of about 40,000 tourists, including 8,000 international visitors.
Chairman of the People's Committee of Thua Thien Hue province Nguyen Van Phuong said that thanks to closely monitoring the weather situation, the province has been very proactive in preventing, combating, and mitigating damage caused by floods and storms, and so far has been able to control the situation well.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, tomorrow morning, November 17, rainfall in the Central region will range from 70-100 mm, and from tomorrow afternoon it will gradually decrease in the Central region and Thua Thien Hue. In November and December, there is still a possibility of widespread rain in the Central region.
Speaking at the meeting, Deputy Prime Minister Tran Luu Quang expressed sympathy and shared the difficulties and losses of life and property caused by floods in localities in the Central region.
The Deputy Prime Minister especially appreciated the proactive spirit in leadership and direction of the work of preventing, combating and overcoming the consequences of floods of the authorities at all levels, especially the participation of both the Secretary and Chairman of Thua Thien Hue province. He said that after listening to the report at the meeting, he felt quite assured that the locality was still controlling the situation well, minimizing the damage caused by floods.
The Deputy Prime Minister assigned the Ministry of Agriculture and Rural Development to coordinate with Thua Thien Hue province to ensure absolute safety for irrigation and hydroelectric reservoirs, especially Ta Trach reservoir.
On this occasion, the Deputy Prime Minister requested ministries, branches and localities to focus on mobilizing social resources to ensure the best possible equipment for functional forces performing rescue work, including boats and life buoys.
