
Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the Housing Law needs to create favorable conditions for individuals and households to have housing depending on their income levels and payment capabilities, especially clarifying policies on social housing development.
The drafting agency must review and supplement regulations to overcome shortcomings, limitations, and delays compared to the practice of housing management; continue to further institutionalize the major policies and viewpoints of the Party and State on housing (social housing, public housing, dormitories for workers, students, etc.).
The Deputy Prime Minister said that it is necessary to carefully calculate housing policies for different groups of people such as low-income people in urban and rural areas, people subject to resettlement, armed forces, workers, students, etc., and develop appropriate, specific, and equal criteria.
The Deputy Prime Minister also agreed with the opinions on continuing to mobilize the participation of commercial housing construction enterprises in developing social housing land funds, building houses for social policy beneficiaries, etc.; emphasizing the leading role of the State, while creating conditions for socio-political organizations and enterprises to participate in developing social housing.
In addition, the Deputy Prime Minister pointed out the shortcomings and conflicts in the current management, operation and exploitation of apartment buildings. Issues arising in ensuring safety, fire prevention, environment... for housing, especially private housing combined with business and services.
The Deputy Prime Minister requested to ensure the compatibility of regulations related to housing transactions with the law on real estate business as well as the need to supplement some concepts of housing such as complexes, commercial complexes, services, offices, houses, hotel apartments (condotel)...

* On July 31, in Ho Chi Minh City, Vice Chairman of the National Assembly Nguyen Duc Hai attended a workshop to collect opinions on the Draft Law on Land (amended), organized by the National Assembly's Economic Committee in coordination with the Ministry of Natural Resources and Environment.
Speaking at the workshop, comrade Nguyen Duc Hai acknowledged the delegates' opinions on land policies for ethnic minority areas, land finance regulations in the Land Law, especially the issue of land valuation.
He emphasized that the issue of land settlement for ethnic minorities is a major policy of the Party and State; to resolve unreasonable issues, the Drafting Committee of the draft law needs to conduct research to ensure the rights to land and forests of ethnic minorities and supplement regulations related to ensuring customs, livelihoods of people, and ecology of ethnic minority areas.
In addition, legal regulations need to ensure land rights, land use, land finance, and create favorable conditions for people and businesses to access land, promote land value, and liberate productive forces.
