Approving Ho Chi Minh City planning, striving for GRDP growth of 8.5-9%/year

(NLDO) - Prime Minister Pham Minh Chinh signed Decision No. 1711/QD-TTg approving the Ho Chi Minh City Planning for the period 2021 - 2030, with a vision to 2050.


The plan clearly states the general goal of developing Ho Chi Minh City into a global, civilized, modern, humane, dynamic and creative city; a city with high-quality human resources, modern services and industry, a locomotive of green economy, digital economy, digital society, and an economic, financial, trade - service, cultural, educational, scientific and technological center of the whole country.

The plan also aims for Ho Chi Minh City to integrate deeply into the international community, have a prominent position in the Southeast Asian region, have economic growth rates and per capita GRDP among the top in the country and surpass the high-income threshold; be a city with a high quality of life, rich in identity, a sustainable environment, and adaptability to climate change.

In terms of economy, according to the approved Plan, Ho Chi Minh City strives for an average GRDP growth rate of about 8.5-9%/year in the 2021-2030 period. By 2030, the average GRDP per capita at current prices will reach 385-405 million VND, equivalent to 14,800-15,400 USD.

The average proportion in GRDP of the service sector is over 60%, the industrial-construction sector is about 27% (of which the manufacturing and processing industry is about 22%), the agricultural, forestry and fishery sector is about 0.4%; strive for the proportion of the digital economy to reach over 40% of GRDP.

In terms of society, the forecast of the actual permanent population of Ho Chi Minh City by 2030 is about 11 million people; by 2050 it is about 14.5 million people; the growth rate of social labor productivity is 7%.

The urbanization rate reaches over 90%; strives for 100% of communes to meet the model new rural standards, of which 50% of communes meet the smart new rural standards; strives for 100% of districts to meet the model new rural district standards, of which at least 50% of districts meet the smart new rural district standards, as a foundation for shaping and developing satellite urban areas in the City.

By the end of 2030, strive to raise the income poverty line of Ho Chi Minh City to twice the national standard, with basically no more poor households according to the national poverty line; and less than 0.5% of poor households according to the City's poverty line.

The planning also identifies that Ho Chi Minh City will develop key industries. Accordingly, the key industries are identified as: design and manufacturing industry of components, integrated circuits (IC), flexible electronics (PE), chips, new technology batteries, new materials, clean energy industry, renewable energy; chemical industry (selective: pharmaceuticals, rubber - technical plastics and fertilizers); precision engineering, automation; food and beverage processing industry, etc.

In addition, develop potential industries such as biochemical industry; pharmaceutical industry; semiconductor material manufacturing industry; high-tech supporting industry... At the same time, restructure and increase added value of existing industries such as leather shoes, clothing, textiles; furniture, wood; other industries.

Regarding the direction of trade development, the Plan clearly states that Ho Chi Minh City will develop in a modern, civilized direction, in sync with the development of industrialization, maximizing the benefits of globalization. Building a brand of high-quality goods, participating deeply in the distribution network and global value chain, developing export markets for key products of the Southeast region.

Along with that, develop Ho Chi Minh City to become the e-commerce center of the Southeast region; develop attractive retail channels; professionalize and digitize the wholesale supply chain; upgrade connections and improve trade and international services; focus on exporting key products.

Ho Chi Minh City will also promote the development of logistics services associated with strengthening regional connectivity and building strong logistics enterprises. Investing in facilities, applying digital technology, modern management technology in the operation of logistics centers to improve operational efficiency and reduce costs, ensuring competitiveness and integration with regional and world logistics centers...
