Adjusting Power Plan 8: Many localities want to increase renewable energy

Many localities want to make renewable electricity

On February 23, at the Government Headquarters, Deputy Prime Minister Bui Thanh Son chaired an online conference with localities on the Project to adjust Power Plan 8.

Adjusting Power Plan 8 has been identified by Government leaders as a particularly urgent task to quickly find solutions to provide sufficient electricity in the country's upcoming accelerated development period.

The project to adjust Power Plan 8 has a number of new approaches such as developing external power sources to meet domestic demand, developing thermal power sources reasonably, making nuclear power with advanced technology and ensuring safety an important source of base power, contributing to achieving the goal of net zero emissions by 2050.

The adjusted project also encourages economic sectors to participate in investing in electricity development, including investment in the transmission grid, on the principle of fair competition and implementation according to the market mechanism on electricity purchase and sale prices, ensuring harmony of interests of all parties and meeting the development requirements of each region.

The Ministry of Industry and Trade recommends that a list of urgent projects for the 2026-2030 period and accompanying mechanisms should be developed soon to accelerate the implementation of these projects; and mechanisms should be issued to encourage the development of solar power and wind power, especially in the North.

Along with that, it is necessary to develop and perfect legal policies on electricity prices such as two-component electricity prices for both electricity consumers and electricity sources; ancillary service prices; and sanctions for projects that are behind schedule.

Representatives of local leaders all emphasized the need to adjust Power Plan 8, and at the same time made recommendations and proposals to effectively exploit existing potential and strengths, especially solar power, wind power, LNG power, waste-to-energy power, etc., to achieve high growth targets in the coming time.

Many localities such as Hai Phong and Da Nang are forecasting high demand for electricity consumption due to the construction of economic zones, industrial parks, and data centers. Lam Dong province also wants to become a center for training high-quality human resources in nuclear energy.

Responding to recommendations and proposals from localities, Minister of Industry and Trade Nguyen Hong Dien emphasized the principle of developing power sources in each period must ensure balance between power sources in the entire system, meet load demand nationwide, balance regions, and balance electricity prices.

For projects already included in Power Plan 8, the Ministry of Industry and Trade will direct EVN to implement them in accordance with the Plan. When approving any project, there will be a clear connection plan with that project.

For renewable energy, any locality that has potential and can prove that it has investors and direct electricity buyers, the Ministry of Industry and Trade will support that locality to invest in developing this type of project.

The adjusted power plan 8 must ensure the highest feasibility.

Concluding the Conference, Deputy Prime Minister Bui Thanh Son stated that the adjustment of Power Plan 8 was made on the basis of the country setting a higher growth target of 8% in 2025 and double-digit growth in the 2026-2030 period; the international geopolitical situation continues to evolve complicatedly, affecting electricity prices...

In addition, Power Plan 8 has revealed some shortcomings such as imbalance, especially in the Northern region, lack of solutions for inter-regional and inter-national transmission planning, and the determination of power sources has not ensured feasibility.

Appreciating the frank and responsible opinions expressed at the Conference, the Deputy Prime Minister requested the Ministry of Industry and Trade to fully absorb and complete the Project dossier in accordance with the provisions of the Electricity Law and the Planning Law, and submit it to the Government Standing Committee next week.

The Deputy Prime Minister emphasized that the Project must have a long-term, effective and sustainable vision; must put the overall national interests first and foremost, while maximizing local advantages, along with protecting environmental resources, transforming the economic model, ensuring national energy security, and at the same time connecting the power grid with neighboring countries, achieving the goal of net zero emissions by 2050.

The Government leader noted that priority should be given to developing power sources with quick construction time to put into use to ensure the highest national energy security, especially in the northern provinces where electricity demand is increasing rapidly such as Hai Duong, Quang Ninh, Hai Phong, all of which recorded an increase of over 11%.

Due to the huge investment capital demand for the electricity industry, an average of about 27 billion USD per year in the 2026-2030 period, the Deputy Prime Minister emphasized the need for breakthrough solutions to mobilize investment capital.

The Deputy Prime Minister also directed the Ministry of Industry and Trade to immediately establish a Working Group to support and coordinate with localities, corporations and general companies to effectively implement the adjusted Plan because there is not much time left until 2030.

Emphasizing the importance of saving electricity in the context of increasing electricity demand, the Deputy Prime Minister requested the Ministry of Industry and Trade to take measures to save electricity during the implementation of the Plan, including applying new and advanced technologies to reduce electricity consumption.

For localities, the Deputy Prime Minister requested close coordination with the Ministry of Industry and Trade in the process of developing and implementing the Plan for implementing the adjusted Power Plan 8; reviewing and promptly adjusting the power supply network development plan in the provincial planning to ensure consistency with the content of the adjusted Power Plan 8.

Localities need to proactively and actively implement power projects and works approved in Power Plan 8. The Provincial People's Committee is responsible for directing local agencies and units to support investors in the process of implementing works and projects in the area, ensuring progress, including site clearance.

The Deputy Prime Minister requested that corporations, especially EVN, TKV, and PVN, closely coordinate with the Ministry of Industry and Trade in the process of developing and implementing the Plan to implement the adjusted Power Plan 8, especially in the process of building a list of emergency power projects and a list of power projects assigned to state-owned enterprises for implementation.
