On the morning of February 24, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh, chaired the Conference to announce the Government Party Committee's Decision on the establishment of 15 Party Committees directly under the Government Party Committee.
At the Conference, delegates listened to the announcement of the Government Party Committee's Decisions on the establishment of 15 Party Committees directly under the Government Party Committee, including Party Committees of ministries and agencies: Justice; Industry and Trade; Culture, Sports and Tourism; Foreign Affairs; Health; Education and Training; Finance; Construction, Agriculture and Environment; Science and Technology; Home Affairs; Ethnicity and Religion; State Bank; Government Inspectorate; and Party Committees of advisory and support agencies of the Government Party Committee.

Along with the establishment of Party Committees, the Government Party Committee also has Decisions on personnel participating in the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Chairman, Deputy Chairman, and members of the Party Inspection Committee of the Party Committees directly under the Government Party Committee.
Speaking at the conference, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh requested Party Committees under the Government Party Committee to urgently improve the organizational structure and affiliated agencies, develop working regulations, assign tasks, determine working relationships, and coordinate between Party Committees and between Party Committees and Party advisory agencies, relevant agencies, etc.
This is to help the operations and coordination of agencies to be stable, smooth and effective according to the new organizational model, ensuring the Party's comprehensive leadership of all aspects of work.
Along with that, the Prime Minister requested to continue to prepare well for organizing party congresses at all levels towards the 14th National Party Congress according to Directive 35 of the Politburo; to rearrange and reorganize facilities, assets, and workplaces to ensure reasonableness and stability.

In particular, according to the Government leader, units need to do a good job in ideological work, organizational work, and personnel work in the process of operating the new apparatus, especially issues related to regimes and policies for cadres...
Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh emphasized that, along with doing well the Party's work, from now until the end of 2025 and in the coming time, the Government Party Committee and its affiliated Party Committees have a lot of work to do.
In particular, he noted the need to well organize the country's major anniversaries; review and promote the completion of the goals of the entire 2021-2025 term; and continue to reorganize the apparatus in the political system according to Resolution No. 18.

The Prime Minister also requested to resolutely and effectively implement resolutions of the Central Committee, Politburo, National Assembly, and Government, especially resolutions related to promoting economic growth, breakthroughs in science and technology development, innovation, digital transformation, and implementation of large-scale national programs and projects.
Noting the related tasks of promoting growth of 8% or more this year, stabilizing the macro economy, controlling inflation and ensuring major balances, the Prime Minister emphasized the requirement to renew traditional growth drivers (investment, export, consumption) and promote new growth drivers.
According to him, ministries, branches and agencies, according to their functions, tasks and powers, must promote public investment, diversify markets, products and supply chains, both to cope with the narrowing of the world market and to improve the quality and competitiveness of products and goods.

Along with that, the Prime Minister requested to implement fiscal policy, promote revenue increase, save expenditure, the Ministry of Finance immediately implement saving an additional 10% of regular expenditure to invest in Lao Cai - Hanoi - Hai Phong railway.
The State Bank is assigned to direct and orient credit capital to focus on growth drivers. Banks must promote cost reduction, strive to lower lending interest rates, and sacrifice part of their own interests for the common good to share with people, businesses, and the economy.
At the same time, the Prime Minister directed relevant agencies to urgently develop and submit a draft Resolution of the Central Committee on private economic development; promote the formation of two international and regional financial centers in Ho Chi Minh City and Da Nang; and implement the National Assembly's resolutions on high-speed railways and urban railways.
The Prime Minister requested Party committees, especially leaders, to promote the spirit of solidarity and unity, set an example in implementing the Party's guidelines and policies, the Party's and State's laws and policies, and strive to excellently fulfill assigned tasks.
