President: Perfecting the law on death penalty

On the morning of February 24, in Hanoi, President Luong Cuong chaired the first meeting of 2025 of the Central Steering Committee for Judicial Reform (Steering Committee) to evaluate the results of judicial reform in the past time; key tasks for 2025, and the working regulations of the Steering Committee; and at the same time gave opinions on a number of contents related to the review and assessment of laws related to the death penalty and execution of death sentences.

Also attending the meeting were Head of the Central Internal Affairs Commission Phan Dinh Trac, Deputy Head of the Steering Committee; Permanent Deputy Prime Minister Nguyen Hoa Binh; Minister of Public Security Luong Tam Quang; Chief Justice of the Supreme People's Court Le Minh Tri and members of the Steering Committee; leaders of a number of central departments, ministries and branches.

Speaking at the meeting, President Luong Cuong, Head of the Steering Committee, emphasized that 2025 is a year of many important events for the country. Therefore, there needs to be many judicial activities related to the implementation of humanitarian policies, clemency, and amnesty.

To resolve practical difficulties and obstacles, it is necessary to amend and supplement the law. However, during the time of proposing law adjustments, the President requested the Central Internal Affairs Committee to preside over and coordinate with the Supreme People's Procuracy, the Supreme People's Court and relevant agencies and units to report to competent authorities so that they can carry out activities to consider clemency and amnesty on the occasion of the 50th anniversary of the liberation of the South, the reunification of the country, and the 80th anniversary of the founding of the country, in order to clearly demonstrate the humane and lenient policy of our Party and State.

Basically agreeing with the 2025 work tasks of the Steering Committee, the President requested the Central Internal Affairs Committee to continue to coordinate with relevant agencies to propose and give opinions on a number of contents related to judicial reform, perfecting the organization and apparatus of judicial agencies according to the policy of streamlining the apparatus to supplement the Steering Committee's program or seek opinions from the Steering Committee and the Standing Committee of the Steering Committee before submitting them to the Politburo and the Secretariat.

President Luong Cuong assessed that opinions were also basically in agreement with solutions to improve laws and enhance the effectiveness of law enforcement related to the death penalty.

The President noted that the Supreme People's Procuracy should take into account the opinions of the Steering Committee and relevant agencies to promptly complete the project, ensuring that the project removes bottlenecks and bottlenecks, and corrects issues that are not suitable for practice. The Supreme People's Procuracy shall coordinate with relevant units to prepare the content for submission to the Politburo for consideration and comments on this project in the first quarter of 2025, ensuring quality and progress in time to submit to the National Assembly for consideration and amendment of relevant laws in 2025.

At the meeting, members of the Steering Committee announced the decision to consolidate the Steering Committee and the Politburo's regulations on the functions, tasks, powers, and working relationships of the Central Steering Committee for Judicial Reform. Accordingly, the Steering Committee consists of 15 members, with Politburo member and President Luong Cuong as the Head of the Committee.
