On the afternoon of August 10, Prime Minister Pham Minh Chinh attended the opening ceremony of Package No. 9 of the project to build a road connecting Tran Quoc Hoan Street with Cong Hoa Street and inspected the project to build Terminal T3, Tan Son Nhat International Airport, Ho Chi Minh City.
Also attending were: Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Deputy Prime Minister Tran Hong Ha; leaders of central ministries, branches and Ho Chi Minh City.
The project to build the road connecting Tran Quoc Hoan Street - Cong Hoa Street, Tan Binh District, Ho Chi Minh City is a national key project, starting with the project to build Terminal T3, Tan Son Nhat International Airport at the end of December 2022.
The project has a total investment of VND 4,848 billion, with the goal of building a new route connecting Tran Quoc Hoan Street with Cong Hoa Street, directly connecting to Terminal T3 of Tan Son Nhat International Airport; playing a role in reducing traffic congestion in the Tan Son Nhat International Airport area.
The project has a total length of 4km; on the route there is an overpass in front of Terminal T3 and 02 underpasses at the intersection of Phan Thuc Duyen Street - Tran Quoc Hoan Street and at the intersection of Truong Chinh Street - Tan Ky Tan Quy Street.
Construction Package No. 9 of the Project opened to traffic on this occasion has a total value of 200 billion VND, starting at the intersection of Phan Thuc Duyen Street - Phan Dinh Giot Street, ending at the intersection with Thang Long Street; has a length of about 600m including a tunnel longer than 400m and access roads at both ends of the bridge longer than 200m.
Speaking at the opening ceremony of Package No. 9, the project to build a road connecting Tran Quoc Hoan Street and Cong Hoa Street and launching a 130-day emulation campaign to speed up construction progress and open the entire route to traffic on December 31, 2024, Prime Minister Pham Minh Chinh affirmed that Ho Chi Minh City in particular and the Southeast region in general have an important position and role for the whole country; and are of special interest to the Party and State.
Recalling the event of the simultaneous groundbreaking of 12 key transport projects at the end of December 2022, including the Tran Quoc Hoan-Cong Hoa Road connecting road project and the T3 Terminal Project, Tan Son Nhat International Airport - one of 40 major projects, 92 important national component projects, key to the transport sector, Prime Minister Pham Minh Chinh stated that this is also one of the city's major projects, showing the high determination, great efforts, offensive spirit, "only discuss doing, not retreating" of the Party Committee, government and people of Ho Chi Minh City, especially in resolving difficulties and problems, and doing a good job of site clearance.
The Prime Minister highly appreciated Ho Chi Minh City, the surveying, designing and contractor units for strictly implementing the Prime Minister's instructions. The design and route of the project have ensured the goal of protecting many historical relics and cultural works along the route; the number of trees has been increased with beautiful landscapes, becoming a flowery, green and clean road; all households that had to be completely cleared to serve the project construction have been resettled on-site along the new route with the goal that people will have living conditions equal to or better than their old residences.
Thanking the people for giving up their land, housing and livelihood for the project, the Prime Minister highly appreciated Ho Chi Minh City's determination in disbursing public investment capital; requested the city to learn from this project's good experience to work with relevant agencies to implement the next projects, speed up the progress of key projects being implemented, develop a synchronous transport infrastructure system, including roads, aviation, sea routes, inland waterways, high-speed railways, and urban railways; as a foundation for continued rapid and sustainable development.
The T3 Terminal Project, Tan Son Nhat International Airport has a capacity of 20 million passengers per year; includes 1 basement, 4 floors, total area of 112,000 m2. The project has a total investment of nearly 11,000 billion VND, invested by Vietnam Airports Corporation (ACV).
The project was launched at the end of December 2022. On the occasion of the Lunar New Year 2024, Prime Minister Pham Minh Chinh visited the construction site to inspect and encourage the project construction units; at the same time, he directed to remove difficulties and obstacles, promoting the project's progress.
To date, the entire Tan Son Nhat T3 Terminal Project has completed about 55% of the volume, of which the rough construction is 100% complete. Units are focusing on construction according to the Government's requirements, striving to complete it on the occasion of the 50th anniversary of the liberation of the South and national reunification (April 30, 1975 - April 30, 2025).
Inspecting and presenting gifts to the project construction units, Prime Minister Pham Minh Chinh commended the relevant agencies, investor ACV, contractors in implementing the project, making up for the previous slow progress and especially the 3,000 workers working hard at the construction site.
To achieve the goal of ensuring the quality and efficiency of the project, putting it into operation and exploitation on the occasion of the 50th anniversary of the liberation of the South and national reunification, the Prime Minister requested ACV to focus on human resources of the investor, consulting units, construction contractors, etc.; coordinate with relevant agencies, continue to promote the spirit of "only working, no back-and-forth", "overcoming the sun, overcoming the rain", "eating quickly, sleeping urgently", "working in 3 shifts", working through holidays and Tet to implement the construction of the project to ensure quality, technique, aesthetics, safety, environmental sanitation, avoiding loss, waste, negativity, completing and putting the project into operation on schedule as required.
The Prime Minister noted that the construction time is not long, while the workload is quite large and requires high technical and aesthetic requirements, as well as close and synchronous coordination between contractors and construction units.
Therefore, it is necessary to direct more strongly, supervise more closely, and promptly handle arising issues to ensure construction progress and quality.
The Prime Minister also noted the need to focus on completing the technical systems of the project to ensure synchronization; synchronous connection, good organization of traffic between the project and the urban road system when the project is put into use, avoiding congestion; promoting digital transformation, investing in smart and automatic management and monitoring systems to facilitate users and reduce operating personnel; investing in green and smart energy systems such as rooftop solar power; completing early the system of trees, garden landscapes outside the project, at parking lots, and traffic routes to ensure synchronization when put into use.
The Prime Minister assigned the Ministry of Transport and the State Capital Management Committee at Enterprises to continue to closely monitor the implementation process and direct the investor ACV in implementing the project.
The Ministry of National Defense shall preside over and coordinate with the People's Committee of Ho Chi Minh City and relevant ministries, branches and agencies to study and thoroughly resolve issues related to national defense land to arrange traffic routes and landscapes in the T3 Terminal area and effectively exploit Tan Son Nhat Airport, while ensuring the implementation of security and national defense tasks.
Ho Chi Minh City People's Committee urgently deploys and completes connecting traffic routes, ensuring synchronous use, meeting travel needs when Passenger Terminal T3 is put into operation. The Ministry of Construction is well prepared for project acceptance.
Analyzing some experiences in implementing large projects and works, the Prime Minister requested to promote the role of the leader and the participation of the entire political system; to do a good job of site clearance; to prepare investment carefully; to select contractors publicly, transparently, and in accordance with regulations to prevent and combat negativity, corruption, loss, and not lose staff; relevant subjects must coordinate very closely and smoothly, clearly assign people, work, responsibilities, time, products, and results; to strengthen supervision, urging, inspection, grasp and promptly resolve difficulties and problems.
