Necessary conditions

In recent times, the province has issued many policies and guidelines for infrastructure investment, promotion, and development of mountain tourism and green tourism products. Many tourism products have been invested and welcomed by domestic and foreign tourists, contributing to diversifying tourism products in mountainous areas, bringing new experiences to tourists when coming to Ninh Binh and creating jobs for a number of local workers. Some destinations have initially taken shape such as: Thien Ha Cave Tourist Area with the experience of "Muong tour - Thien Ha Cave" with nearly 100 households participating with Ngoi Sao Tourism Company to do community tourism. This has created a different attraction to keep tourists staying in Ninh Binh longer with interesting experiences imbued with the identity of Muong Tho Ha and Nho Quan people.

Or at Cuc Phuong National Park, a tourism "ecosystem" has been formed with many programs and products that are responsible for the environment, such as: Journey of revival; "Going home" tour for the care and rescue of wild animals; "Growing up with the great forest" summer camp has the effect of educating, raising awareness and love of nature for generations of students... In particular, the "Going home" experiential tour is evaluated by experts as "Top 10 unique tours" in Vietnam. This is also the reason why for 5 consecutive years Cuc Phuong National Park has been honored to receive the prestigious award "Asia's leading national park"...

To create greater attraction and at the same time open up opportunities for tourism development in the mountainous areas of the province, investment in developing infrastructure and technical facilities for tourism has been of interest to all levels and sectors. In particular, the Central, the province and the district have paid attention to investing in the construction of many key traffic works and projects in Nho Quan district, specifically: Completing the investment in the construction of National Highway 12B, Tam Diep-Nho Quan section; Cuc Phuong National Park protection rescue road; Dinh mountain-Dong Chuong lake-Cuc Phuong flood avoidance and tourism route; Sam village, Sang village, Vong village road (Ky Phu commune)...

In particular, the province has deployed the construction of the East-West route of Ninh Binh province (phase 1), which passes through 5 communes of Nho Quan district, including: Cuc Phuong, Ky Phu, Phu Long, Van Phong and Van Phuong, with a total length of about 16.32 km, gradually completing the traffic infrastructure according to the Kim Son-Nho Quan route planning; connecting between expressways, national highways, provincial roads, tourist areas, industrial parks and clusters in Tam Diep city, Nho Quan district and surrounding areas... This will be a journey to awaken resources, opening up new opportunities in tourism development associated with the management and effective and sustainable exploitation of natural resources, scenic spots and indigenous culture.

Removing barriers to development

In the Master Plan for Ninh Binh tourism development to 2025, with a vision to 2030, Nho Quan district is identified to develop tourism with the following main functions: Sightseeing tourism, research on the primeval forest ecosystem, resort tourism, medical treatment; entertainment tourism, adventure sports, mountain climbing, golf; community tourism, wildlife research... Although in recent years, the tourism industry and Nho Quan district have paid attention to exploiting and developing mountain tourism, it is still not commensurate with its potential.

Currently, Nho Quan tourism is only at a modest number in terms of visitors, revenue and tourism infrastructure. The whole district has only 53 accommodation establishments with 655 rooms, including 3 resorts with 3-4 star quality standards, 2 hotels with 1-2 star quality standards... From the investor's perspective, Mr. Le Quoc Thinh, Chairman of the Board of Directors of Cuc Phuong Tourism Services Joint Stock Company shared: From the actual operation of Vedana Resort invested and built by the Company in Cuc Phuong commune, it shows that the current difficulty is the problem of high-quality human resources working in the tourism sector who are local people who have not really met the requirements. Mountain tourism is currently a single product, lacking in synchronization and uniqueness... to create an attraction that can retain tourists.

According to Ms. Duong Thi Thanh, Chairwoman of Ninh Binh Province Tourism Association, the quality of services, infrastructure for tourism, and connectivity in tourism development in mountainous areas are still limited, especially in the connection to build unique tourism products and strengths of the locality. In addition, the effectiveness of tourism promotion and advertising is still low; the content is not rich, lacking professionalism; and there is no connection with tourism areas, points and products to attract travel agencies to bring visitors to Nho Quan.

Regarding opinions from travel businesses, it is recommended that localities and the tourism industry should focus on improving the "inherent" weaknesses of mountainous localities in creating products and connecting destinations. Localities, tourism businesses and destinations must support and cooperate to develop tourism, create complete tours, and contribute to creating competition with other regions...

According to Director of the National Tourism Administration Nguyen Trung Khanh, it is necessary to identify the core values ​​of the destination, which are the tourism resources that local people are proud of, the ability to connect traffic and form tourist routes with a chain of tourism products; focus on exploiting niche markets to develop the market at satellite destinations, creating a distinct mark.

Sharing about the goal of striving to make tourism and services an economic sector with an increasingly high proportion in the economy, Mr. Hoang Khac Tiep, Chairman of the People's Committee of Nho Quan district, said that in the coming time, the district will focus on improving the quality of tourism development planning management in accordance with the approved Master Plan for Socio-Economic Development, the Master Plan for Nho Quan District Region to 2030, with a vision to 2050 and the Master Plan for Tourism Development of Ninh Binh Province to 2025, with a vision to 2030. Continue to raise awareness and innovate thinking about tourism development; focus on training and fostering human resources to participate in tourism and service activities. Pay attention to investing in infrastructure development to attract investors with capacity and experience to invest in building high-quality tourist attractions and resorts.

Along with that, create a favorable environment for businesses and communities to participate in tourism development; encourage businesses to innovate, create, and diversify types of tourism products, in line with the tourism and service development orientation of the district. Strive for each locality to form at least one typical destination based on the potential and advantages of each locality. Communes in the buffer zone of Cuc Phuong National Park focus on developing eco-tourism, resorts combined with sightseeing, learning about local culture; develop eco-tourism combined with experiencing craft village production in the communes: Gia Thuy, Son Ha... Special attention is paid to preserving and promoting traditional cultural values, especially the cultural identity of the Muong ethnic group associated with local tourism development.

From the business community, Mr. Ha Huy Loi, Director of Ngoi Sao Tourism Company expressed: Tourism businesses want to find unique products that create differences and characteristics of the destination to focus on exploiting. Defining the product and destination, businesses will determine the customer segment and market from the beginning, avoiding wasting resources, focusing on strong enough promotional resources on potential markets to attract customers to the mountainous region. We also expect that when these solutions are implemented synchronously, they will "awaken" the potential of Nho Quan mountainous tourism for sustainable development.
