Strengthening management of urban architecture and landscape

(VLO) Since the Law on Architecture (KT) and Decree No. 85/2020/ND-CP took effect, the Department of Construction has advised the Provincial People's Committee to agree on the policy of establishing regulations on urban economic management (DT), in order to strengthen the management of urban space, KT, and landscape. Accordingly, localities have implemented the establishment of KT management regulations to ensure compliance with regulations.

Tan Quoi Town will concentrate high-rise buildings on large-capacity traffic axes and urban centers.

In 2024, the Department of Construction implemented the Law on Economic Development and Vietnam's Economic Development Orientation to 2030, with a vision to 2050, advising the People's Committee to approve the Economic Management Regulations of Tan Quoi Town (Binh Tan District).

Mr. Dong Duc Thang - Vice Chairman of Tan Quoi Town People's Committee, said that the Provincial People's Committee has issued a decision approving the Regulations on management of Tan Quoi Town Economic Zone in Decision No. 2677 dated December 25, 2024.

Accordingly, building a modern urban area with its own identity combined with preserving and inheriting historical economic works, preserving the imprints through the stages of formation and development of the town.

Along with that, the urban area will be renovated to be spacious and modern with an architectural style and color that is in harmony with the urban area, promoting the characteristics of the town with a system of rivers, canals and rich greenery, with special attention paid to the streets on the main rivers such as Tra Mon, Uncle Ben canal... and the main streets that create the urban area's facade.

At the same time, concentrate high-rise buildings along public transport axes with large capacity; high-rise buildings in urban centers, gradually lower towards the outside...

Construct urban works according to planning and architecture in harmony with the urban landscape.

Mr. Thang added that the Town People's Committee implemented Decision No. 2677 and achieved certain results. Many measures to strengthen state management were implemented.

Thereby, cases of illegal construction and construction without permits were promptly detected and handled... From June 2020 to the end of 2024, the Town People's Committee inspected, discovered and administratively sanctioned 61 violations.

However, on some interwoven roads, along the river banks, people believe that building houses does not require permission; some cases intentionally build at night or on holidays, festivals, and Tet to avoid the authorities. Therefore, the management of construction order, economic management and handling of violations also face many difficulties.

To gradually reduce violations in urban management according to approved planning, the Town People's Committee has implemented solutions.

Specifically, strengthen the dissemination of regulations on economic investment management; Law on Economics, Law on Construction and related decrees. In addition, regularly inspect, remind and handle violations.

At the same time, strictly consolidate the records of handling administrative violations and propose enforcement of some cases to create deterrence, bringing high efficiency in economic management work.

In Vinh Long City, Mr. Mai Hoang Thanh - Chairman of Tan Ngai Ward People's Committee, said that in recent times, the ward has implemented the economic planning well. Most of the residential houses and public works are built according to the planning, the economy is in harmony with the urban landscape.

According to the Department of Construction, in 2025, the department will continue to support Vinh Long City, Binh Minh Town and other localities in establishing economic management regulations. At the same time, it will focus on reviewing and advising competent authorities to resolve difficulties and problems of people and businesses regarding planning managed by the industry.

At the same time, the urban infrastructure is upgraded and renovated to become more and more spacious. Thereby, helping the urban appearance become brighter, greener, cleaner and more beautiful; contributing to socio-economic development.

In Ward 9, Mr. Nguyen Thanh Bao Duy - Chairman of the Vietnam Fatherland Front Committee of Ward 9, Deputy Head of the Steering Committee for Sustainable Poverty Reduction, Building Cultural Life and Civilized Urban Development of the Ward, said that 100% of newly built public works in the area are in accordance with the planning, have harmonious economic conditions, and ensure construction standards and regulations (since the planning was approved). The ward has no temporary houses, and the number of solidly built houses are all in accordance with the general economic conditions of the urban area (95%).
