France is ready to accompany Hanoi in developing "green transport"

France – the partner in the construction of this project, affirmed that it will continue to accompany other green transport cooperation projects in Hanoi in particular and in Vietnamese cities in general.

According to French Ambassador to Vietnam Olivier Brochet, Vietnam is one of France's strategic partners in responding to climate change.

The inauguration of the elevated section of Hanoi Metro Line 3 – the second line in Vietnam to come into operation – also demonstrates the close cooperation between the two countries in implementing ambitious infrastructure projects in the rail transport sector.

This also demonstrates France's commitment to accompanying Vietnam in the transition towards a carbon-free economy, especially through the provision of technical solutions that meet the highest international standards.

French institutions, agencies and businesses are actively involved in the project, especially the French Development Agency (AFD), which has provided approximately 500 million Euros in funding for the project from the French public budget, the Ambassador said.

The recent local cooperation between Hanoi and the Ile-de-France region of France through Moov'Hanoi, which has contributed to creating connectivity between different forms of transport, also demonstrates that spirit, the Ambassador informed.

Emphasizing that this is one of the symbolic projects for cooperation between Vietnam and France, Ambassador Olivier Brochet also affirmed that during the implementation of the metro system, attention was paid to ensuring the lives of people living near the construction site and understanding and coordination between agencies of the two countries.

Open up new partnerships

The project is implemented with the technology and experience of leading French companies in the field such as Alstom, Thales and Colas Rail, providing rolling stock, signalling systems, tracks and electromechanical equipment at the stations. In addition, RATP Smart Systems provides the ticket system.

On the consulting side, Systra supported the Hanoi Urban Railway Management Board (MRB) in managing the project as a general consultant while Bureau Veritas, APAVE and Certifer participated in the system safety certification.

Deputy Head of the Hanoi Urban Railway Management Board (HUMB) Nguyen Ba Son affirmed that from the experts to the construction team at the construction site, the dedication and professionalism of French companies helped the project overcome many difficulties and complete important items.

“You not only bring advanced and modern technical solutions, but also share with us valuable experiences, helping the Project achieve high standards of quality and safety,” said Mr. Son.

The leaders of the Hanoi Urban Railway Management Board also informed that the capital's people welcomed the new means of transport with very positive feedback. Statistics show that after the first 15 days of free operation, the route served nearly 750,000 passengers, at times welcoming a record of more than 100,000 passengers/day.

It is expected that the UMRT Line No. 3 will be extended, continuing to go underground under Tran Hung Dao Street and down to the south of Hanoi City to Hoang Mai, adding 8 km underground. The underground section (the next 4 stations to Hanoi Railway Station) will be operational by the end of 2027.

“AFD as well as the European Union are considering financing this metro line 3.2,” said Ambassador Olivier.

With a metro system dating back to the 1900s, France has a long tradition of building public transport. This system is densely developed and constantly improved, looking towards the future, meeting the needs of every generation of people.

With that foundation, France is ready to accompany Vietnamese cities in developing metro, as well as multimodal cooperation in public, developing other diverse and green forms of urban transport, especially bicycles, or high-speed trains, an area that Vietnam is in need of, according to the Ambassador.
