On the afternoon of February 24, Provincial Party Secretary Luong Nguyen Minh Triet and the working delegation inspected the actual situation at 3 projects: Northern Quang Nam Belt Road Project; Bridge and Road Project to DH14.DB (phase 1); Road and Bridge Project DH7 across Vinh Dien River.
According to the report of Dien Ban Town People's Committee, the Northern Quang Nam Belt Road project has a total investment of 498 billion VND. The DH7 road and bridge project across Vinh Dien River has a total investment of 228 billion VND. The bridge and access road project to DH14.DB road (phase 1) has a total investment of more than 145.7 billion VND.
According to the leaders of the Department of Finance, the two bridge and road projects leading to DH14.DB (implementation progress 2017 - 2021) and the road and bridge project DH7 across Vinh Dien River (2019 - 2023) have both been out of progress for quite a long time.
Meanwhile, the progress of the Northern Quang Nam Belt Road project from 2022 to now has been very slow, leading to the medium-term public investment capital plan being fully concentrated in 2025. The source from the central budget that must be disbursed for this project this year is about 317 billion VND, if it cannot be disbursed, this source of capital will be lost.
After considering the opinions and proposals of the leaders of Dien Ban town and departments and branches, Provincial Party Secretary Luong Nguyen Minh Triet agreed to extend the deadline by 3 months for the construction unit to complete the DH14 bridge, then stop and finalize the project, not investing in the construction of the approach road at pier M1 of the bridge project and the approach road to DH.14DB road because it is not feasible.
At the same time, the town is requested to urgently clear the land for the construction of the DH7 road and bridge project across Vinh Dien River. In particular, it is necessary to fully prepare the steps to enforce enforcement when necessary for the common good.
Regarding the Northern Quang Nam beltway project, relevant agencies must urgently develop a specific disbursement schedule in 2025 or the Central Government will "cut off capital".
Regarding the 1.3km road connecting DH12 to Quang Da bridge (belonging to the Northern Belt Road Project of Quang Nam), Dien Ban Town People's Committee and related units are required to complete it by all means to serve the technical opening of Quang Da bridge on the occasion of the 50th anniversary of the liberation of Quang Nam province and Da Nang city.

Regarding the 2 projects of bridge and road leading to DH14.DB (phase 1) and road and bridge project DH7 across Vinh Dien river, comrade Luong Nguyen Minh Triet requested the Dien Ban City Party Committee to consider and clarify the responsibility of leadership and direction.
"The policy from the Central level down is to unify the removal of difficulties and obstacles for projects, but there must be someone responsible. In addition, it is necessary to assign specific responsibilities to groups or individuals to continue reviewing, removing obstacles, and completing projects, bringing benefits to society, not to legalize or ignore mistakes (if any).
The Standing Committee of Dien Ban Town Party Committee must focus on assigning specific responsibilities to each unit to closely monitor the progress of these two projects, not handing them all over to the Town People's Committee" - Provincial Party Secretary Luong Nguyen Minh Triet emphasized.
